الملخص
ملخص: تسعى هذه الدراسة إلى إبراز طبيعة العلاقة بين التحول الديموغرافي في الهيكل العمري للسكان ومعدلات النمو الاقتصادي في الجزائر خلال الفترة (2016-1970). تحقيقا لهذه الغاية، سنستخدم المنهج الوصفي التحليلي. تكشف النتائج عن أن ملامح انفتاح النافذة الديموغرافية بدأت تظهر بالضبط في عام 2001، لكن على الرغم من ذلك، لم تُوفق الجزائر في اغتنام هذه الفرصة الاستثنائية التي لم تأت بأي مكاسب حقيقية، خاصة فيما يخص تخفيض معدلات البطالة في أوساط الشباب وتسريع معدلات النمو الاقتصادي، بمعنى أن التغيرات الديموغرافية لم تكن عاملا رئيسيا لتحفيز النمو الاقتصادي. في هذا السياق، توصي الدراسة بضرورة الاعتماد على سياسات اقتصادية فعالة للاستفادة من هذه الفرصة التاريخية المؤقتة، وذلك بالاستثمار في رأس المال البشري والاهتمام الكافي بالتعليم والصحة وسوق العمل ومناخ الأعمال، حتى يتم تحويل التغيرات فى الهيكل العمري إلى مكاسب تنموية واقتصادية حقيقية، تقود في الأخير إلى تسريع معدلات النمو الاقتصادي. Abstract: This study showings to the nature of the relationship between the demographic transition in the age structure of the population and the rates of economic growth in Algeria during the period (1970-2016). To this end, we will use the descriptive analytical approach. The results reveal that the features of the opening of the demographic window started to appear exactly in 2001, but despite this, Algeria was unsuccessful in seizing this exceptional opportunity that did not bring any real gains, especially with regard to reducing unemployment rates among young people and accelerating rates of economic growth, That is, demographic changes were not a major factor in stimulating economic growth. In this context, the study recommends the necessity of relying on effective economic policies to take advantage of this temporary historical opportunity, by investing in human capital and adequate attention to education, health, the labor market and the business climate, so that transforme changes in the age structure are into real development and economic gains, which ultimately lead To accelerate economic growth rates.
