تسجيل الناخبين للانتخابات التشريعية في فلسطين

الملخص
تبنى المشرع الفلسطيني في التشريعات الإنتخابية نظام التسجيل الإختياري، والذي يتم بناء على طلب الناخب مما انعكس سلبا على نسبة التسجيل للعملية الانتخابية، وبالرغم من التسهيلات التي قامت بها لجنة الإنتخابات المركزية الفلسطينية باعتبارها الجهة المكلفة قانونا بتسجيل الناخبين إلا أن ذلك لم يحقق الهدف بالحصول على سجل إنتخابي شامل يعكس هيئة الناخبين الحقيقية، وكان حريا بالمشرع الفلسطيني تبني طريقة التسجيل التلقائي بالإعتماد على سجلات الأحوال المدنية، وفيما يتعلق بالطعون في السجل الإنتخابي فقد أوكلها المشرع الفلسطيني لمحكمة الإنتخابات والتي هي محكمة موسمية تتشكل قبل كل استحقاق إنتخابي، فكان حرياً به أن يعقد الإختصاص لمحاكم الصلح باعتبارها دائمة الإنعقاد ومنتشرة في كافة أرجاء الوطن مما يسهل على المواطن، ويساهم في دقة السجل الإنتخابي بما يعكس هيئة الناخبين الحقيقية ونسبة المشاركة في العملية الإنتخابية. abstract in the electoral legislation the Palestinian legislator adopted an optional registration system, which is at the request of the voter, which reflected negatively on the percentage of registration for the electoral process. despite the facilities by the Palestinian Central Elections Commission, it did not achieve the desired goal in an electoral register. The Palestinian legislator should have adopted the registration method automatically based on citizens' civil registration and data. Regarding electoral appeals, the Palestinian legislator has entrusted the task to the electoral court. This court is seasonal and temporary, being formed before the elections,It is better, however, to grant this jurisdiction to the Magistrate's Court, which is held at all times and spread throughout the country which will make it easier for citizens, It contributes to greater accuracy in the voter register and reflects the real electorate And real participation in elections abstract
