دورشبكات التواصل الإجتماعي بين تعبئة الرأي العام و ضمان نفاذ القواعد الدستورية

الملخص
أضحت مواقع التواصل الاجتماعي مع انتشارها وتطورها تشكل حركة ديناميكية أثرت ما يُطلق عليه حاليا "الإعلام الجديد"البديل"، الذي غيّر طبيعة العلاقات الاجتماعية، ورفع من وتيرة مشاركة الفرد في الحياة السياسية بامتياز، خاصة بعد موجة التحول الديمقراطي العربي والتغيير السياسي، والتي ساهمت في ميلاد هوية وطنية للفرد تُساير وتُعزز مبادئ الديمقراطية والتحرّر، بالمقابل تميزت هذه الشبكات أمام إلغاء فوبيا الزمان والمكان وسيطرة العالم الافتراضي بخصائصه التي تؤكد سيادة رأي الشعب في اتخاذ القرارت السياسية وضمان نفاذ القواعد الدستورية الضامنة لحقوقه خاصة في ظل ظهور المواطنة الافتراضية العالمية غير المتأصلة، وفقدان الأفراد ثقتهم في حكومات دولهم وبالضبط تلك التي تشهد حالة اللااستقرار السياسي أو الفشل في بناء الدولة الديمقراطية. الكلمات المفتاحية:مواقع التواصل،رأي عام،نفاذ القواعد الدستورية. Abstract: The social networking with the spread and development of networks has constituted a dynamic movement, that enriched what is now called new media-alternative, which changes the nature of social relationships, and excellently raises the frequency of individual participation in the political life, especially after the wave of Arabic democratic transition and political change, which contributed to the birth individual's national identity that promotes and keeps pace with the principles of democracy and freedom. In contrast, these networks have been created after the cancellation of time and place phobia. The dominated virtual world with its characteristics that ideologically emphasize that the origin of these networks is a youth fashion no more, that isolated the individual from his national values and his Arabic identity, especially in the light of the emergence of the extrinsic global virtual citizenship, and the individuals' loss of confidence in their countries' governments notably those in a state of political instability or failure in building a democratic state.
