حدود التسيير العمومي الجديد كنموذج إصلاح للإدارة العامة في الجزائر

الملخص
تعتبر الإدارة العامة المرآة العاكسة لمدى نجاعة أداء الحكومات، خصوصا فيما يتعلق بتقديم الخدمات العامة التي تعتبر المسؤولية الأولى للدولة .لدا اجتهدت الكثير من الدول ومن بينها الجزائر في البحث عن أفضل الطرق والوسائل لإصلاح الإدارة العامة من أجل الدفع بها إلى تقديم خدمات تتماشى وتطلعات المواطن.وبعد ظهور التسيير العمومي الجديد كنموذج إصلاح للتسيير العمومي والذي لاقى نجاحا مميزا في الدول الأنجلوسكسونية، وبعد تطبيق الجزائر لمبادئه على العديد من قطاعاتها، وعليه فإن البحث يهدف إلى إبراز حدود تطبيق هذا النموذج لإصلاح الإدارة الجزائرية وذلك من خلال دراسة تحليلية لتاريخ الإدارة الجزائرية وواقعها، مع تحديد أهم العقبات التي تحول دون تحقيق الأهداف المرجوة، وقد خلصت الدراسة أن الإدارة الجزائرية لا تزال تتخبط تحت وطأة البيروقراطية الجامدة التي ولدت مقاومة لأي تغيير، بحجة عدم مواءمة هذه الإصلاحات، وعليه أوصى البحث بضرورة بناء إعادة قولبة وتشكيل مبادئ التسيير العمومي الجديد بما يتماشى وواقع الإدارة الجزائرية ومبادئها الهادفة إلى تحقيق المنفعة العامة. . Public administration is the mirror that reflects the efficiency of government performance, Especially in the provision of public services, which are the primary responsibility of the State; Many countries, including Algeria, have sought to find the best way to reform public administration in order to provide services that meet the aspirations of the citizen. And after the emergence of the new public management as a model of reform of public administration, which has been a remarkable success in the Anglo-Saxon countries, Algeria has tried to apply its principles in many sectors. So the research aims to Specify the limits of application of this model to reform the Algerian administration,Through an analytical study of the history and reality of the Algerian administration, with the identification of the most important obstacles that prevent the achievement of the desired objectives. The study concluded that the Algerian administration is still struggling under the burden of rigid bureaucracy, which has generated resistance to any change on the pretext of non-harmonization of these reforms. Therefore, The research recommended that the new public management principles should be reformulated and adapted, to reflect the specificity and principles of the Algerian administration , which are intended to achieve public benefit. .
