الاعتماد المستندي آلية جديدة للرقابة على التجارة الخارجية في التشريع الجزائري.

الملخص
إن الاعتماد المستندي وسيلة للدفع ابتكرها المجتمع الدولي لتقليل من مخاطر عدم تنفيذ عقد البيع الدولي، وجدت لتضمن لكل من البائع والمشتري ما يهدف إليه من حماية والدفع المخاطر التي قد يتعرض لها خاصة مخاطر عدم الدفع. فالاعتماد المستندي دور حيوي في مجال التجارة الخارجية فهو أداة ضمان وتمويل في نفس الوقت، كما يعد أدة رقابة فعالة. نتيجة لذلك ألزم المشرع الجزائري جميع الموردين بضرورة الدفع في مجال التجارة الخارجية بموجب الاعتماد المستندي وذلك لهدف حماية المال العام من التلاعبات والتجاوزات. Documentary accreditation is a method of payment created by the international community to reduce the risks of non-implementation of the international sales contract. It was implemented to guarantee to both the seller and the buyer what he aims to protect and prevent the risks to which he may be exposed, especially the risks of not paying. So, the documentary accreditationhas a vital role in the field of foreign trade, as it is an instrument of guarantee and financing at the same time. It is also an effective control tool. As a result, the Algerian legislator obliged all suppliers to pay in the field of foreign trade, according to the documentary accreditation, in order to protect public money from fraud and abuse.
