Abstract
إن المتتبع والدارس للحراك السياسي والاجتماعي، الذي عرفته الكثير من الدول ، منذ بداية التسعينات إلى حد الآن، والذي تمظهر في العديد من الانتفاضات والاحتجاجات، وصلت في بعض الأحيان إلى استعمال العنف بشتى أشكاله وأنواعه، بداية من العنف اللفظي، وصولا إلى أبشع صور العنف، التي تمثلت في الإرهاب والقتل كما حدث في الجزائر، سوريا و ليبيا وبصورة اقل في كل من تونس والمغرب .من بين أهم قوى الديمقراطية التي حملت لواء التغيير، نجد "المنظمات غير الحكومية للدفاع عن حقوق الإنسان"، التي اتخذت من قضية حقوق الإنسان، كقضية محورية ومقدسة، إيمانا منها بأنها المدخل المنهجي الصحيح، والخطوة الأساسية الأولى، على درب التحول والإصلاح، لان المعادلة التنموية في أي مجتمع، وعلى مر التاريخ، تضع الإنسان في بؤرة اهتمامها واستهدافها بناء على ما سبق تتضح معالم الإشكالية التي يسعى الباحثين إلى معالجتها في هذه الدراسة، حيث يتم صياغتها على الشكل التالي: ما هي الأسس النظرية وآليات الرقابة و استراتيجيات العمل التي استندت إليها المنظمات غير الحكومية في تعزيز قدرتها على أداء عملها في الدفاع عن حقوق الإنسان والحريات العامة"؟ Summary : non-governmental human rights organizations at the international or national level have become an inalienable reality, an indisputable fact. Thus they have become an authority against power, and the voice of the oppressed, who do not find support in the face of tyranny and the domination of dictatorial powers., NGOs have taken human rights as a message and a moral value that they defend, despite their neutrality. They strive to have the material and human potential, and follow the latest technologies and the most effective strategies to fulfill their function and ensure the success of their noble mission. this article which has set as problematic :what are the arrears theoretical? Strategic work of NGOs? and the mechanisms created for that purpose. Résumé: les organisations non gouvernementales de défense des droits de l'homme aux niveaux international ou national sont devenues une réalité inaliénable, un fait incontestable. Ainsi, elles sont devenues une autorité contre le pouvoir et la voix des opprimés, qui ne trouvent pas de soutien face à la tyrannie et à la domination des pouvoirs dictatoriaux. Les ONG ont pris les droits de l'homme comme un message et une valeur morale qu'elles défendent malgré leur neutralité. Ils s'efforcent de disposer du potentiel matériel et humain et suivent les technologies de pointe et les stratégies les plus efficaces pour remplir leur fonction et assurer le succès de leur noble mission. cet article s’est fixé comme problématique :quels sont les arriérés théoriques des ONG ? quel est le Travail stratégique des ONG? Qui sont les mécanismes créés à cet effet.
