جرائم العنف ضد الأطفال في ضوء قواعد القانون الدولي العام

الملخص
شغلت جرائم العنف ضد الأطفال المجتمع الدولي ككل نظرا لمساسها بأسمى الحقوق التي يتمتع بها الفرد وهي الحق في الحياة والسلامة الجسدية والنفسية، وخطورتها تتجسد في التعدي على أضعف شريحة في جنس الإنسان وهو الطفل، مما يؤدي إلى أضرار وخيمة سواء على المستوى الخاص للطفل ضحية العنف أو لأسرته، أو على المستوى العام من خلال الإخلال بالأمن والاستقرار العام للمجتمع. وهذا الضعف الطبيعي لدى الأطفال ضاعف مسؤولية المجتمع الدولي في رعايتهم وحمايتهم وإعطائهم مجموعة من الحقوق المتكاملة ومنحهم حقوقا إضافية تسهم في توفير الحماية الإنسانية لهم. من خلال المصادقة على العديد من الاتفاقيات الدولية من أجل مراجعة الأطر القانونية للحد من ظاهرة العنف الموجه للأطفال. The international community has been affected by the highest rights enjoyed by the individual, namely the right to life, physical and psychological integrity, and the seriousness of the abuse of the most vulnerable segment of the human race, the child, which leads to serious harm both at the private level of the child victim of violence, to his family or at the public level through the disruption of the security and public stability of society. This natural vulnerability of children has compounded the responsibility of the international community to care for and protect them, to give them a range of integrated rights and to give them additional rights that contribute to their human protection. By ratifying several international conventions to review legal frameworks to reduce the phenomenon of violence against children. La violence contre les enfants a occupé la communauté internationale dans son ensemble en raison de son préjudice aux droits les plus fondamentaux dont jouit l'individu, à savoir le droit à la vie et à l'intégrité et à la gravité physiques et psychologiques incarnés par l'attaque contre le segment le plus faible de la race humaine qu'est l'enfant, ce qui entraîne de graves dommages tant au niveau privé de l'enfant victime de violence, ou Pour sa famille, ou au niveau général en perturbant la sécurité générale et la stabilité de la communauté. Cette faiblesse naturelle des enfants a aggravé la responsabilité de la communauté internationale de prendre soin, de protéger et de leur donner un ensemble de droits intégrés et de leur accorder des droits supplémentaires qui contribuent à leur assurer une protection humaine. En ratifiant plusieurs accords internationaux pour revoir les cadres juridiques afin de réduire le phénomène de la violence.
