تحليل وتقييم المشروعات (دراسة تطبيقية لطريقة Pertو Cpm)

الملخص
أصبحت عملية تقييم المشروعات أحد الأدوات الهامة لتخطيط المشروعات في مختلف الأنشطة الاقتصادية بأقل درجة من الزمن والتكاليف، ومن أهم الأساليب المستعملة في إدارة المشروعات أسلوب المسار الحرج (CPM) وأسلوب تقييم ومراجعة المشروعات (PERT)، والتي تضع الزمن التفصيلي لكافة الأنشطة المتعاقبة لمراحل تنفيذ المشروع، وبشكل يسهل تحديد التكلفة للموارد اللازمة، ولأجل الإلمام بكل جوانب الموضوع نطرح الإشكالية التالية: فيما تكمن أهمية استخدام أسلوب المسار الحرج وأسلوب تقييم ومراجعة المشروعات في تحليل وتقييم المشروعات؟ ورغبة في بلوغ تطلعات الدراسة تم الاعتماد على المنهج الوصفي لمعرفة كيف تساعد هذه الأساليب القائمين على الإدارة في جدولة وتنظيم وتخطيط مراحل تنفيذ المشروع، وعلى المنهج التحليلي بهدف التصور الأمثل للأبعاد التقنية وتحليلها من الناحية النظرية والتطبيقية. وعليه فإن هذه الدراسة تهدف إلى إبراز أهمية تحليل المشروعات من خلال الأساليب الكمية المتمثلة في أسلوب CPM وأسلوب PERT من أجل متابعة المشروعات وتقييمها، وذلك عن طريق تحديد الوقت الأمثل لإنجاز المشروع بالإضافة إلى تحديد التكاليف اللازمة لإنهائه. الكلمات المفتاحية: أسلوب المسار الحرج، أسلوب بيرت، التخطيط الشبكي، تقييم المشاريع، شبكات الأعمال. Abstract: Project evaluation has become an important tool for project planning in various economic activities with minimal time and cost. The most important methods used in project management are the Critical Path Method (CPM) and Program Evaluation and Review Technique (PERT), which sets detailed time for all successive activities of the implementation stages Project, and determine the beginning and end in a way that facilitates the costing of the necessary resources, and in order to know all aspects of the subject, we raise the following problem: What is the importance of using critical pathways and project evaluation and review in project analysis and evaluation ? The study requires an answer to this problem and to know how these methods help the managers in the management, scheduling, organization and planning stages of project implementation, with the aim of optimal visualization of the technical dimensions and analysis of theory and practice. Therefore, this study aims to highlight the importance of project analysis through the quantitative methods of CPM and PERT method to follow up and evaluate the project, by determining the optimal time to complete the project in addition to determining the costs necessary to end it.
