الملخص
ملخص: يعد موضوع الهجرة السرية من أهم المواضيع المستحدثة بامتياز ووجه الحداثة يكمن في ما تطرحه من قضايا شائكة ومتشابكة باتت تهدد كيان الشعوب واستقرارها مما فرض ضرورة فتح اجندة الحوار خاصة بين ضفتي البحر الابيض المتوسط ، وسوف نحاول في هذه الدراسة التطرق الى السياسات التشريعية المتبعة من قبل دول جنوب البحر الابيض المتوسط وشماله للحد من ظاهرة الهجرة السرية ، واهم الجهود المشتركة المبذولة لمواجهة الحراك غير الشرعي ، ومدى فعاليته في تحقيق الاهداف الموحدة لوقف سيل المهاجرين السريين. Abstract: The question of illegal immigration is one of the most important subjects developed with distinction and the face of modernity lies in its thorny and interdependent challenges which threaten the entity of peoples and their stability, which imposed the need for open the agenda for dialogue, in particular between the two shores of the Mediterranean, and in this study we will try to address the legislative policies used by the southern and northern Mediterranean countries to reduce the phenomenon of illegal immigration , the most important joint effort to combat the illegal movement, and its effectiveness in achieving the unified goals to stop the flow of illegal immigrants. Résumé: La question de l'immigration clandestine est l'un des sujets les plus importants développés avec distinction et le visage de la modernité réside dans ses enjeux épineux et interdépendants qui menacent l'entité des peuples et leur stabilité, ce qui a imposé la nécessité d'ouvrir l'agenda du dialogue, notamment entre les deux rives de la Méditerranée, et nous essaierons dans cette étude d'aborder les politiques législatives utilisées par les pays Le sud et le nord de la Méditerranée pour réduire le phénomène de l'immigration clandestine, l'effort conjoint le plus important pour lutter contre le mouvement illégal, et son efficacité à atteindre les objectifs unifiés pour arrêter le flux d'immigrants clandestins.
