الملخص
Developing countries are suffering from underdevelopment and still do not realize any progress in the political, administrative, economic and social fields, although decades have passed. Their political systems remain military and are not based on consultation, democracy or political integration. This led to another kind of dependence and dominance, despite some successful experiences among the southern countries such as Malaysia. In this sense, since Algeria is one of the underprivileged countries, it faces one of the most important challenges some of which are: the search for identity, legitimacy and legality, absence of political participation and also absence of a civilized cultural project. As for the problematic of this study, I tried to expose the following hypothese then to corroborate or reject its credibility. This hypothese concern the relation between the increase of bureaucracy and the weakness of civil society and labor unions. Consequently, it seems that Algeria needs to limit the bureaucratic impact in the political system. To reach this objective it has to install mechanisms to counter bureaucracy through administrative reforms and activate the role of civil society, which is one of the most important elements to achieve a total political development.
