مكافحة الجريمة المنظمة العابرة للحدود من منظور مقاربة الأمن الإنساني Combating Transnational Organized Crime From The Perspective Of The Human Security Approach

الملخص
تهدف هذه الورقة البحثية إلى إبراز أهمية مقاربة الأمن الإنساني، كمقاربة أمنية جديدة في التصدي لظاهرة الجريمة المنظمة العابرة للحدود، وذلك بالإستناد على الفرد كوحدة للتحليل من منطلق أنه الفاعل الرئيس في تفشي هذه الظاهرة، التي تتولد نتيجة توفر البيئة الخصبة لنموها وفي مقدمتها النزاعات الداخلية والإرهاب وما يترتب عنها من تهديدات مختلفة لأمن الإنسان. وإنطلاقاً من البعد الوقائي لمقاربة الأمن الإنساني، نحاول توضيح القيمة المضافة التي يمكن أن تتجسد من خلال تفعيل مضامين هذا النهج، ومدى نجاحها في الحد من ظاهرة الإجرام المنظم من خلال حماية الأفراد من أسباب تفشي هذه الظاهرة وتمكينهم من مواجهتها. الكلمات المفتاحية: الجريمة المنظمة، الأمن الإنساني، مكافحة الإرهاب، النزاعات المسلحة. Abstract: This research paper aims to highlight the importance of the human security approach, as a new security approach in addressing the phenomenon of transnational organized crime, based on the individual as a unit of analysis in the sense that he is the main actor in the spread of this phenomenon, which is generated as a result of the availability of a fertile environment for its growth, especially internal conflicts and terrorism And the resulting various threats to human security. And starting from the preventive dimension of the human security approach, we try to clarify the added value that can be embodied by activating the contents of this approach, and the extent of its success in reducing the phenomenon of organized crime by protecting individuals from the reasons for the spread of this phenomenon and enabling them to face it. Key words: organized crime, human security, counter-terrorism, armed conflict.
