خصخصة السجون Privatization Of Prisons

الملخص

ملخّص: لقد كان للتحولات العالمية التي شهدها المجتمع الدولي وخصوصا في ظل تغول الفكر الرأسمالي بالغ الأثر في إعادة النظر في كل المسلمات القانونية و الأمنية التي تقوم عليها الاستراتيجيات الوطنية، من خلال خصخصة السجون العامة التي كانت تديرها الدولة حصرا والاستعانة بالقطاع الخاص كبديل ملائم تسند إليه بعض المهام بضوابط قانونية محددة مسبقا، فرضتها مجموعة من العوامل والأسباب التي دفعت نحو التوجه للخصخصة أهمها الزيادة الكبيرة في عدد السجناء والاكتظاظ داخل السجون، وإحجام الدول عن تخصيص الأموال لبناء سجون جديدة وخصوصا مع الأزمات الاقتصادية المتعاقبة، يضاف لها زيادة احتجاز المهاجرين غير النظامين وخصوصا في الولايات المتحدة وأروبا، والاحتياجات المتوقعة في زمن الأزمات، وأخيرا زيادة الضغوطات التي تمارسها الشركات الأمنية الخاصة بهدف الحصول على مزيد من العقود الحكومية لإدارة السجون المخصخصة. It was for the international community to global transformation, especially under the capitalist through predominance of deep impact in reviewing all legal and security postuates upon which national strategies and through the privatization of public prisons. That were exclusively states-run and the private sector as an appropriate alternative with controls that imposed by q range of factors and reasons prompted the most important privatization thrust towards the significat. This whoud increase the number of prisoners and also the overewding inside the prisons. As well as, the reluctance of states to allocate funds to build new prisons and especially, with sequential economic crises. In addition, the detention of irregular migrant, especially in the united states and Europe and the expected needs in times of crises. Finally, increasing the pressure exerted by privat security companies to get more govermment contracts for privatized prisons department.
