الملخص
ملخص: يعد الأمن الاجتماعي من أبرز التحديات التي تواجه المجتمعات الإنسانية المعاصرة في عالم تتنازعه تيارات ايديولوجية مختلفة . ورغم أن الفهم العام للأمن الاجتماعي يتمثل في اعتباره مسؤولية الدولة إلا أن الاستقرار الأمني داخل الدّولة لا يتأتّى إلاّ من خلال ضبط المعادلة بين أمن الدّولة وأمن أفرادها، عن طريق الإدارة المعقولة لاحتكار حق استخدام القوة والإكراه، في حُدود متطلبات دولة القانون، فتظل الدّولة هي المسؤول الأول عن أمنها وأمن أفرادها ،في إطار احترام حقوق الإنسان وحرّياته الأساسية. . Polemic of State security and community security... Between opposition and convergence Abstract : community security counts among the major challenges facing contemporary human societies in a world torn apart by different ideological currents. Although the general concept of community security consists in considering it as the responsibility of the State, security stability within the State can only be achieved by finding the right balance between the security of the State and that of its citizens, through the reasonable administration of the monopoly of the right to use force and coercion, within the limits of the needs of the rule-of-law. Since the State remains solely responsible for its own security and that of its citizens, within the framework of respect for human rights and fundamental freedoms. Polémique de la sécurité de l'État et de la sécurité collective… Entre opposition et convergence Résumé : La sécurité collective compte parmi des défis majeurs auxquels font face les sociétés humaines contemporaines dans un monde tiraillé par les différents courants idéologiques. Bien que le concept général de la sécurité collective consiste à le considérer comme la responsabilité de l'État, la stabilité sécuritaire au sein de l'État ne peut se réaliser qu'on trouvant le juste équilibre entre la sécurité de l'État et celle de ses citoyens, par le biais de l'administration raisonnable du monopole du droit de recourir à la force et à la contrainte, dans les limites des exigences de l'État de droit. Puisque l'État demeure le seul responsable de sa propre sécurité et de celle de ses citoyens, dans le cadre du respect des droits de l'Homme et de ses libertés fondamentales.
