الاستجابات الدستورية لتفعيل التمكين السياسي للمرأة Constitutional Responses To Activate Women's Political Empowerment

الملخص
تزايد الاهتمام الوطني والدولي بقضية التمكين السياسي للمرأة، وأخذت مسألة المشاركة السياسية للمرأة الجزائرية تطرح نفسها بإلحاح شديد، من خلال التحولات التنموية والاقتصادية والثقافية التي تشهدها الجزائر، وكذا بعد دسترة الحقوق السياسية للمرأة، وفرض نظام الكوتا في قانون الانتخابات. غير أن واقع الممارسة يعكس وجود إشكالات ومعضلات سياسية واجتماعية، يُبرز أن حضور المرأة في مختلف مراكز القرار يظل محدودا، ولا يعكس كفاءاتها وإمكانياتها، لذلك جاءت المادة 36 من التعديل الدستوري 2016 مكملة لنهج المؤسس الدستوري المتعلق بضرورة الوصول إلى مجتمع يحترم المرأة ويعترف بقدراتها العلمية والمهنية وفق مبدأ المناصفة National and international attention to the issue of the political empowerment of woman has increased, and the political participation of Algerian women has become very urgent, through the developmental, economic and cultural transformations which is taking place in Algeria, as well as the constitution of the political rights of women, and imposing the quota system in the electoral law. However, the reality of the practice reflects the existence of political and social problems and dilemmas, and highlights the fact that the presence of women in different decision-making positions remains limited and does not reflect their competencies and capabilities. Therefore, the Article 36 of the constitutional amendment 2016 is drawn up to supplement the constitutional founder's approach relating to the need to reach a society that respects women and recognizes its scientific and professional capabilities according to the equality principle
