التوجه نحو فلسفة التكنوقراط لتجسيد حوكمة القطاع المصرفي الجزائري على نهج النموذج الصيني

الملخص
هذه الدراسة هي محاولة للخوض في تحليل ومناقشة مفهوم الحوكمة المصرفية المستندة إلى الفلسفة التكنوقراطية، هذه الأخيرة أضحت البديل المناسب الذي يمكن أن يحسن أداء الأنظمة التي تعتمد في تشكيلها السياسي على قيادة حزبية متفردة ومسيطرة، ومع ذلك تقبع في الركود وهذا ما قد يسهم بشكل أو بآخر في عرقلة تجسيد الحوكمة في النظام ككل، والذي يؤثر بدوره في قطاعاته الفرعية. ومن هذه القطاعات نجد القطاع المصرفي الذي يتأثر أداؤه بالحوكمة المصرفية بصفة مباشرة. ومن ثم تسعى هذه الدراسة إلى إبراز جانب تأثير هذا التوجه على زيادة أداء القطاع المالي، وذلك من خلال دراسة مقارنة بين النموذج الصيني ونظيره الجزائري. This study is an attempt to analyze and discuss the concept of banking governance based on technocratic philosophy, the latter has become the appropriate alternative that can improve the performance of systems that rely on political formation on the leadership of a unique and dominant party, yet stagnant in the recession and this may contribute in one way or another To impede the embodiment of governance in the system as a whole, which in turn affects its sub-sectors. Among these sectors is the banking sector, whose performance is directly influenced by banking governance. This study seeks to highlight the impact of this trend on increasing the performance of the financial sector, through a comparative study between the Chinese model and his Algerian counterpart.
