استراتيجية تحفيز المؤسسات الصغيرة والمتوسطة للاستثمار بالبورصة

الملخص
تهدف هذه الدراسة للكشف عن مدى مساهمة سوق البورصة الجزائرية في تنمية وتطوير استثمارات المؤسسات الصغيرة والمتوسطة، باعتبارها أحد أهم المستثمرين المنوط بها تحقيق التنويع والترقية للاقتصاد الوطني، وكذلك التعريف بضرورات لجوء المؤسسات الصغيرة والمتوسطة الى هذا السوق كآلية تمويلية عن طريق طرح القيم المنقولة، حيث قمنا بتبيان مفهوم المؤسسات الصغيرة والمتوسطة كأحد المستثمرين بالبورصة، وكيفية تطبيق استثمارها للوصول الى الهدف الرئيسي من الاستثمار ألا وهو الحصول على التمويل الضروري لمشاريعها. ثم قمنا بعرض السياسة الوطنية المنتهجة لدفع استثمار المؤسسات الصغيرة والمتوسطة في سوق البورصة بتسليط الضوء على الضمانات المكرسة قانونا، وقد توصلنا في الأخير الى بعض النتائج والاقتراحات التي يمكن أن تساهم في دفع الاستثمار بالبورصة وترقية الاقتصاد الوطني في ظل تغليب كفة الانعكاسات الإيجابية على الانعكاسات السلبية للضمانات القانونية الممنوحة للمؤسسات الصغيرة والمتوسطة. Cette étude a pour objectif de révéler la contribution de la bourse algérienne au développement des petites et moyenne entreprises en tant que l’un des principaux investisseurs pour parvenir à la diversification et à la promotion de l’économie nationale, ainsi que la nécessité d’utiliser les petites et moyennes entreprises sur ce marché en tant que mécanisme de financement en soustrayant les valeurs mobile, démontrer le concept des petites et moyenne entreprises en tant qu’un des investisseurs en bourse et expliquer leur investissement pour atteindre le principal objectif de l’investissement est d’obtenir le financement nécessaire pour leurs objets. Nous avons ensuite présenté la politique nationale visant à encourager les investissements des petites et moyenne entreprises sur le marché boursier en précisant les garanties légalement, ainsi que des conclusions et des suggestions susceptibles de contribuer à l’investissement du marché boursier et à la promotion de l’économie nationale compte tenue des répercussions positives sur les retombées négatives des garanties accordé aux petites et moyenne entreprises. This study aims at revealing the contribution of the Algerian stock exchange to the development and development of small and medium-sized enterprises as one of the most important investors to achieve diversification and promotion of the national economy, as well as the necessity of using small and medium enterprises to this market as a financing mechanism by subtracting transferred values, to demonstrate the concept of small and medium enterprises as one of the investors in the stock exchange, and how to apply their investment to reach the main objective of investment is to obtain the necessary funding their projects .then we presented the national policy to push the investment of small and medium enterprises in the stock market by shedding light on the guarantees that legally enshrined. Finally, we reached some conclusions and suggestions that could contribute to the investment of the stock market and the promotion of the national economy in light to the positive repercussions on the negative repercussions of guarantees granted to small and medium enterprises
