دور منصة تويتر في تفعيل المشاركة الفعالة لتعزيز التنمية المستدامة: دراسة حالة على حساب تويتر الخاص بوزارة العمل والتنمية الاجتماعية بالمملكة العربية السعودية

الملخص
يعزز الإعلام الرقمي وتحديدًا منصة تويتر المشاركة والتمكين لأصحاب المصلحة، لتحقيق الحوكمة الجيدة من خلال توحيد الآراء بين جميع الأطراف وتحقيق الشفافية التي هي مؤشر من مؤشرات التنمية المستدامة. وتعد التنمية المستدامة هي الهدف الاستراتيجي الذي تسعى إليه المملكة العربية السعودية خلال الفترة المقبلة. ولما كان تويتر يمثل ركنًا أساسيا من أركان المنظومة الجديدة الذي أصبح يلعب بها دورًا كبيرًا ومهما كأداة للتعبئة الجماهيرية. إن هذه الدراسة تسعى إلى التعرف على دور منصة تويتر في تعزيز استراتيجيات التنمية المستدامة لوزرة العمل والتنمية الاجتماعية. فهي دراسة اثنوجرافية تتبنى تحليل المحتوى لجمع المعلومات، من خلال تحليل التغريدات على منصة تويتر لتحليل حسابات وزارة العمل والتنمية الاجتماعية. تعتمد الدراسة في بنائها الأساسي على نظرية الإنتاجية التشاركية بين الحكومة والمواطن فهذه النظرية تطبق تكنولوجيا المعلومات والاتصالات (ICT) لتقديم الخدمات الحكومية، وتبادل المعلومات، والمعاملات الاتصالات، وتحقيق التكامل بين مختلف النظم والخدمات المستقلة. استنجت الدراسة أن وزارة العمل والتنمية الاجتماعية تستخدم حساباتها على منصة تويتر لتفعيل التشاركية بن الحكومة والمواطنين فتبنت الحوكمة الإلكترونية من خلال مشاركة المواطنين وتوزيع السلطة والمسؤولية بين المواطنين والحكومة من خلال الاستراتيجيات التي أطلقتها التي تكون فيها الحكومة كمصدر تارة والمواطن كمصدر تارة أخرى. وذلك لتحقيق الاستدامة لاستراتيجيات وزارة العمل والتنمية الاجتماعية، التي تخدم التحول الوطني 2020 ورؤية المملكة 2030. Abstract: Digital media, specifically the Twitter platform, fosters participation and empowerment of stakeholders, to achieve good governance by unifying views among all parties and achieving transparency as an indicator of sustainable development. Sustainable development is the strategic objective of the Kingdom of Saudi Arabia in the coming period. Whereas Twitter is a cornerstone of the new system, it has become a major and important tool for mass mobilization. This study seeks to identify the role of Twitter platform in promoting sustainable development strategies of the Ministry of Labor and Social Development. It is an ethnographic study that adopts content analysis to gather information, analyzing tweets on the Twitter platform to analyze the accounts of the Ministry of Labor and Social Development. The study builds on the basic theory of participatory productivity between the government and the citizen. This theory applies information and communication technology (ICT) to provide government services, information exchange, communication transactions, and the integration of various systems and independent services. The study concluded that the Ministry of Labor and Social Development used its accounts on the Twitter platform to activate the partnership between government and citizens.They adopted e-governance through the participation of citizens and the distribution of power and responsibility between citizens and the government through the strategies launched by the government in which it is a source of time and citizen as a source of another. In order to achieve sustainability of the strategies of the Ministry of Labor and Social Development, which serve the national transformation 2020 and the Kingdom's Vision 2030.
