الإدارة المحلية فى النظم المقارنة

الملخص
الملخص: شهدت الإدارة المحلية عبر العالم العديد من التطورات، للوصول إلى إدارات ومجالس محلية قادرة على تلبية الاحتياجات المحلية النوعية مع أقل تكلفة مالية أو غيرها، رغم اختلاف الأنظمة العالمية الأيديولوجية والسياسية؛ إلا أننا نجد هناك تقارب كبير فى نوعية وطبيعة الإدارات المحلية العالمية، ربما يكون سبب ذلك هو تشابه الحاجيات المحلية للمواطنين عبر العالم, والتى تتحكم بدورها فى طبيعة الإدارة وشكلها وطريقة ممارسة نشاطها. ولقد شهد العالم نظامين عالميين كبيرين للإدارات المحلية، النظام الفرنسى والنظام البريطانى؛ اللذان استطاعا أن يحققا الأهداف الاقتصادية والاجتماعية مع الأهداف الإدارية للمواطنين، وفى بحثنا المتواضع هذا سنحاول التعريج على بعض مميزات هذه الأنظمة, والوصول إلى مقارنة بسيطة بينها Abstract The local administration around the world has witnessed many developments in order to reach local administrations and councils that are able to meet the local needs of quality with the lowest financial or other costs, despite the different world ideological and political systems; however, we find a great convergence the quality and nature of the local administrations, The reason for this is the similarity of the local needs of citizens across the world, which in turn controls the nature of the administration, form it and The method of exercise activity. The world has witnessed two great global systems of local administrations, the French system and the British system; they have been able to achieve economic and social goals with the administrative objectives of the citizens, and in this humble research we will try to exaggerate some of the advantages of these systems and to achieve a simple comparison between them
