Competencies Drain: The Shift From The Concept Of Brain Drain To The Concept Of Mutual Gain

الملخص

The phenomenon of brain drain represents one of the most important and highlighted phenomena that received attention and study over the past years.It is considered on one hand, as a normal part of the scientific and knowledge research, on the other hand it represents a serious problem for the countries exporting their Competencies, due to the transmission of the best talent and human potential from developing countries towards developed countries, that poses a real and immediate danger which affects the chances of success of various development programs designed by developing countries because of the lack of efficient and qualified human resource. In this context, we will try, through this study, to identify the phenomenon of brain drain, and attempt to highlight the most important mechanisms to help reducing this phenomenon on one hand and take advantage from it on the other hand.
