الآليات المؤسساتية لمكافحة الفساد في الجزائر

الملخص
منذ إصدار قانون الوقاية من الفساد ومكافحته سنة 2006 بذلت الجزائر العديد من المجهودات في مكافحة الفساد الإداري تمثلت اساسا في استحداث أجهزة رقابية جديدة متخصصة كالديوان المركزي لقمع الفساد ،وتنصيب الهيئات المنصوص عليها قانونا كالهيئة الوطنية للوقاية من الفساد وكذا تفعيل دور الهيئات الرقابية الأخرى كمجلس المحاسبة والمفتشية العامة للمالية وذلك تجسيدا لتعليمة رئيس الجمهورية رقم 03 لسنة 2009 الرامية الى تفعيل مكافحة الفساد نظرا لأهمية الرقابة في مكافحة الفساد الإداري فهي بمثابة صمام أمان للعمل على الحيلولة دون وقوعه فلأي مدى حققت هذه الأليات الجدوى من نشأتها ام هي مجرد حبر على ورق دون فعالية Since the issuance of the Law on Preventing and Combating Corruption in 2006, Algeria has made many efforts to combat administrative corruption, mainly through the creation of new specialized oversight bodies such as the Central Bureau for the Suppression of Corruption, and the inauguration of legally stipulated bodies such as the National Authority for Prevention of Corruption, as well as activating the role of other oversight bodies such as the Accounting and Inspection Board The Finance Ministry, as an embodiment of the President’s instructions No. 03 of 2009 aimed at activating the fight against corruption, given the importance of oversight in combating administrative corruption, as it is a safety valve to work to prevent it from occurring, to what extent have these mechanisms achieved serious Which of its origins or is it merely ink on paper without effectiveness Depuis la sortie de la prévention du droit de la corruption et de combattre en 2006 l 'Algérie a fait beaucoup d 'efforts dans la lutte contre la corruption administrative représente principalement dans le développement de nouveaux organes de contrôle qui se sont spécialisés office central de la répression de la corruption, et l'installation d'organismes légalement l’organe national de prévention pour la prévention de la corruption, ainsi que l 'activation du rôle des autres organismes de réglementation la cour des comptes et l'inspection générale des finances du Conseil Compte tenu de l'importance de la censure dans la lutte contre la corruption administrative, elle sert de soupape de sécurité pour empêcher la survenance de l'un de ces mécanismes.
