The establishment of colonial rule over a given territory is, generally, a lengthy process, requiring either conquest or a treaty-making system. It goes without saying that certain areas are subjugated before others, involving, consequently, different paces of development. Once full pacification is achieved, thought is, then, given for the creation of a central government that would run the affairs of the whole territory. It would be interesting to examine this process in the case of Nigeria, with a view to assessing how the colonial power (Britain) managed to create a machinery of government with the ultimate game of amalgamation
