واقع حوكمة المؤسسات في الجزائر وتحديات تطبيقها لمكافحة فساد الإدارات العمومية

الملخص
ملخص: تزايد الاهتمام بحكومة المؤسسات وأصبحت تتبوأ مكانة الصدارة بالنسبة لجميع دول العالم ومجتمعات الأعمال وذلك نظرا لدورها ومدى تأثيرها على مسار الأحداث الدولية ،خصوصا بعد التغيرات التي شهدها العالم خلال العقدين الأخيرين والمتمثلة أساسا في الأزمات المالية الكبرى وانهيار المؤسسات وتفشي الفساد الإداري . وهذا ما دفع برغبة الجزائر في زيادة التكامل مع المجتمع الاقتصادي العالمي وبدل مجهود نحو بناء إطار مؤسساتي لحوكمة مؤسساتها حيث عملت على تحسين مناخ الأعمال بها وانفتاح اقتصادها فضلا عن قيام الحوكمة بتنفيذ إصلاحات هيكلية والعمل على الإصلاح الإداري وهذا تم إصدار ميثاق الحكم الراشد سنة 2009 كمسعى يهدف لتطبيق مبادئ الحوكمة على ارض الواقع ،هذا وأصبح من الواقع تماما أن إدارة المؤسسات من خلال مفهوم الحوكمة يحدد بدرجة كبيرة مصير المؤسسات خاصة وان هذه الأخيرة تعد الخلية الأساسية في تنمية أي اقتصاد. Résumé : L’intérêt croissant pour le gouvernement devenu une priorité pour tous les pays du monde et les mi-lieux d’affaires en raison de leur rôle et de leur impact sur le cours des événements internationaux, surtout après les changements observés à l’échelle mondial au cours des deux dernières dé-cennies, principalement dans les crises financières majeures, l’effondrement des institutions et la propagation de la corruption administrative. Ainsi en est-il du désir de l›Algérie de s›intégrer dans la communauté économique mondiale et de s›ériger en un cadre institutionnel pour la gouver-nance de ses institutions en améliorant son climat des affaires et en ouvrant son économie. De ce fait, la gouvernance a mis en œuvre des ré-formes structurelles et réformé la gouvernance, la charte de gouvernance 2009 a été publiée comme une tentative de mise en œuvre des principes de gouvernance sur le terrain. Dans une large mesure le sort des institutions, d’autant plus que ce dernier est la cellule principale dans le développement de toute économie. Abstract: Increasing interest in the government of institu-tions has become a priority for all countries of the world and the business community due to its role and impact on the course of international events, especially after the changes witnessed by the world during the last two decades, mainly in the major financial crises, the collapse of institutions and the spread of administrative corruption. In in-creasing integration with the global economic community and in an effort to build an institutional framework for the governance of its institution As it improved its business climate and opened up its economy. Governance also implemented structural reforms and reformed the governance. The 2009 Governance Charter was issued as an effort to implement the principles of governance on the ground. To a large extent the fate of institutions, especially as the latter is the main cell in the development of any economy.
