Abstract: The objective of designing and increasing public transactions control mechanisms stems formally from the affirmation of the principle of transparen-cy and from the collective selection of the con-tracting agent, with the aim of achieving fair com-petition. As confirmed by the relevant texts. This control has two aspects: it is internal and is exer-cised by the administration of the institution con-cerned and, on the other hand, is external and generally managed by the public transactions committees. We can therefore ask ourselves whether this control is an effective mechanism for the governance of public transactions.
