الشراكة وتنمية رأس المال البشري

الملخص
مـــــــــــــــلخـص: شهدت الألفية الأخيرة جملة من التحولات و التغيرات الكبيرة و المتسارعة في مختلف الميادين الاجتماعية الثقافية وخاصة الاقتصادية و التكنولوجية ومع انتشار ظاهرة التكتلات الاقتصادية وتحرير التجارة والانفتاح على الأسواق عالميا وأمام تعثر عجلة التنمية في الدول النامية وضعف بنية مؤسساتها ضف إلى هذا النقص في التكوين و عدم امتلاك الخبرة واليد العاملة المدربة فأصبحت هذه الدول أمام حتمية مواكبة التطورات في ظل المنافسة القوية والتطور السريع الذي يشهده العالم ككل . فبدأت تسعي إلى إيجاد أساليب وبدائل حديثة تساهم بها في مواجهة التحديات للنهوض بمجتمعاتها ومؤسساته من جهة ومواكبة التطور الحادث على كل الأصعدة من جهة أخرى ، فكانت الشراكة أحد هذه الحلول التي لجأت إليها هاته الدول كوسيلة لنقل الخبرات و التكنولوجيا الغاية منها دفع بعملية التنمية عامة وتنمية وتكوين رأس المال البشري خاصة باعتباره ثروة أساسية لمسايرة الأوضاع الراهنة . الكـلمــــات المــــــــفتاحيــــة : الشراكة ، التنمية ، رأس المال البشري ، التكوين ، التدريب . abstract : The socio-cultural fields, especially the economic and technological ones have witnessed a number of changes in the last millenium . Due to the spread of the economic blocs ,liberalization of trade ,the opening up to world’s markets and because of the slow down of development in the third world countries , without forgeting the weak institutional structres , the lack of experience and the trained manpower , these contries find them selves in struggles with the up-dating of their development in regards to the developed countries progress. It’s obvious that this fight is too tough ! the rapid development of the world as a whole pushed the developing contries to seek for new methods and alternatives to contribute to the challenges and to improve their communities on one hand, and keep up with the development of the incident on all levels,on the other hand. As a result, the partnership was one of these solutions . so countries restored to it and consider it as a means of transfer of expertising and technology intended to push the development process general, the development and the formation of human capital, especially as a basic wealth to keep pace with current world circumstances.
