الملخص
ملخّص تهدف الدراسة إبراز تحديات الأمن الاقتصادي الجزائري في إطار العولمة الجارفة التي تؤكد أن الفقير يزداد فقرا والغني يزداد غناً، وما لا شك في أن أنماط انعدام الأمن الاقتصادي هي محصّلة ثغرات عديدة في السياسات المعتمدة، فالضعف البنيويّ في الاقتصاد الجزائري كان من النتائج الواضحة للاستمرار في الاعتماد على النمو المتقلب المدفوع بقوّة النفط، فأن الاعتماد الزائد على عائدات النفط قد أضعف هيكل الاقتصاد الجزائري وتركه عرضةً لتقلبات الأسواق العالمية. ولذلك جاءت أهمية هذه الورقة في ابراز العوامل المتحكمّة في تحقيق الأمن الاقتصادي، الذي بدوره يرتبّط بكل أبعاد الأمن الوطني والأمن الإنساني في الإطار الأفقي والعمودي، وعلى كل المستويات الكميّة والكيفيّة الناظمة للعملية الاقتصادية الجزائرية، دون أن ننسى أن الاقتصاد هو العامل الجوهري الذي يحرّك كل أبعاد الأمن بما فيه الأمن العسكري من خلال تغطية نفقات الدفاع وتطوير المنظومات الدفاعية ليكون بذلك الاقتصاد عاملا دفاعيا مزدوجا من خلال الدفاع الاقتصادي الذي يدافع عن نفسه كمستوى للتحليل، ومن جهة أخرى اقتصاد دفاعيا من خلال تمويل عوامل الدفاع الأخرى الموسعة من الدفاع العسكري وصولا إلى الدفاع المدني و الثقافي. Abstract: The study aims to highlight the challenges of Algerian economic security in the context of sweeping globalization, with its logic of the poor are getting poorer, whereas the rich are becoming richer, Undeniably, the economic insecurity sorts could be explained by the existence of several drawbacks in the policies embraced by the state, with the structural vulnerability in the Algerian economy because of the overuse of the fluctuated oil-dependent growth, so the extra dependence on oil revenues weakened the Algerian economy's structure, leaving it vulnerable to world markets volatility. So, this paper is given importance due to the fact that it highlights the main factors of the achievement of the economic security, which, in turn, is related to all dimensions of the national and human security, both vertically and horizontally, and at all levels, whether are quantitative or qualitative that organize the Algerian economic process, not to mention that the economy seems the overwhelming factor driving all security dimensions, including the military one, through covering defence expenditures, in addition to the enhancement of defence systems, that's why it's a fact that economy stands as a double defensive factor, since it's for the economic defense, being conceived as a level of analysis, furthermore, it finances others factors of defence, which are broadened; from the military defence to the civil and cultural ones.
