الملخص
ملخص لقد نص المشرع الجزائري قصد ضمان الشفافية في الحياة السياسية والشؤون العمومية، وحماية الممتلكات على واجب التصريح بالممتلكات بالنسبة للموظف عند بداية تعيينه في منصبه، أو عهدته وفي نهايتهما، وقد كرس ذلك المؤسس الدستوري في التعديل الدستوري لسنة 2016، ما يقتضي معه إعادة النظر في جميع النصوص التشريعية والتنظيمية المعمول بها، قصد تفعيل آلية التصريح بالممتلكات للوقاية من الفساد ومكافحته. Résumé : Afin d'assurer la transparence dans la vie politique et publique et pour une meilleure protection des biens, le législateur algérien a prévu pour tout fonctionnaire l'obligation de déclarer ses biens au début de sa nomination au poste ou au début et à la fin de son mandat. Ceci a été clairement institué dans la reforme constitutionnelle de 2016 avec la révision de tous les textes législatifs et règlementaires afin d'activer le mécanisme de déclaration des biens pour prévenir et lutter contre la corruption. Abstract: The Algerian legislator provides for transparency in political life, public affairs and property protection in the duty to declare property for the employee at the beginning of his appointment or assignment or at the end of the term and the constitutional founder was dedicated to the constitutional amendment of the year 2016, Which requires reconsidering all the legislative and regulatory texts in force in order to activate the property licensing mechanism to prevent and combat corruption.
