الملخص بالعربية: تحاول كل الأنظمة السياسية إيجاد قدر من التفاهم والاتفاق العام بينها وبين المجتمع بشكل يعطيها القدرة والفاعلية في الحركة والتأثير وتنفيذ سياساتها العامة، بتوغل وإبداع فالأنظمة تستخدم إمكانياتها المتاحة في إنتاج الثروة للمجتمع. ولذا نجد عددا من المؤسسات السياسية والإدارية تشكل البناء المؤسساتي في الدولة، وتضمن من خلاله الشراكة المجتمعية التي تقود نحو التنمية المستديمة. ونعتقد أن النظام السياسي بالجزائر يعيش نفس الحالة ولكن بتفاوت في الدرجات. وما الأزمة السياسية التي حلت به إلا مؤشر على إعادة تأهيل كل الفواعل الجدد بما يضمن تجديد النسق السياسي وإعادة البناء السياسي للنظام من خلال جملة من القيم من أبرزها النظام الانتخابي لما له من تداعيات على الشكل العام للديمقراطية داخل الدولة. English Abstract: All political regimes try creating of amount from the understanding and the agreement general between her and between the society in form gives her the general power and the efficiency in the movement and the impact and her execution of politics, in penetration and excellence so the regimes use her available possibilities in production the wealth for the society.
