الملخص
تتجه الجزائر لاعتماد تقسيم إداري جديد، للمرة الثالثة بعد حصولها على الاستقلال. وقد سبق هذا التوجه مناقشة مثيرة للجدل بين أولئك الذين يدعمون إنشاء ولايات جديدة وأولئك الذين يدعون إلى معايير أكثر عقلانية خارج نطاق الشعبوية والحسابات الانتخابية والإقليمية من أجل تعزيز التنمية في مناطق مختلفة من البلاد. بين هؤلاء وأولئك، يقترح هذا البحث تجربة الحكم المحلي كخيارعقلاني أثبت فعاليته في العديد من البلدان، ويتوقع أن يكون كذلك في الجزائر. For the third time after gaining independence, Algeria is heading to adopt a new administrative division. The trend has been preceded by a contentious debate among those who support such a tendency to create new Willayas and those who call for more rational criteria beyond populism and electoral and regional calculations in order to reinforce development in the different regions of the country. Beyond the two parts of the debate, this research suggests the experience of local governance as a rational choice that has proved to be effective in many countries, and is expected to so in Algeria.
