الاستثمار في الغاز الصخري من منظور مبادئ التنمية المستدامة: الجزائر نموذجًا

الملخص
ملخص: أدت الأزمات الاقتصادية المتعاقبة والإقبال المتزايد على مصادر الطاقة إلى اضطراب كبير في أسعارها، ممّا دفع بالدول المنتجة إلى الاستثمار في مصادر أخرى غير تقليدية، وفي مقدمتها الغاز الصخري، بهدف تلبية احتياجاتها وتنويع مواردها الاقتصادية. غير أنّ التنقيب عن الغاز الصخري يتطلّب استخدام تقنيات معقّدة مقارنة بالأساليب المستخدمة في البحث عن مصادر الطاقة التقليدية، وأبرزها تقنية التكسير الهيدروليكي للطبقات الصخرية في باطن الأرض، والتي أثارت مخاوف كثيرة بسبب تأثيراتها المحتملة على البيئة. لذا؛ يتطلب تحقيق التوازن بين الأهداف الاقتصادية والاجتماعية لهذا المشروع وحماية عناصر البيئة، الالتزام بمبادئ التنمية المستدامة. وضمن هذا السياق؛ تتناول هذه الورقة البحثية أهمية تطبيق كُلٍّ من مبدأ الحيطة، ومبدأ الاستبدال، ومبدأ الملوث الدافع، ومبدأ الإعلام والمشاركة في مجال الاستثمار في الغاز الصخري بالجزائر. Abstract: The successive economic crises and the increasing demand for energy resources have led to a major disturbance in their prices. This has led the producing countries to invest in other non-traditional sources, especially shale gas, in order to provide and diversify their economic resources and meet their domestic needs. However, the exploration of shale gas requires the use of complex techniques compared to the methods used in the exploration of traditional energy sources, the most prominent of these techniques so-called hydraulic fracture of the rock layers underground, which raised many concerns due to their potential impacts on the environment. Therefore, balancing the economic and social objectives of this project and protecting the environmental elements from its probable impacts requires the commitment to the principles of sustainable development. In this context, this paper addresses the importance of applying the precautionary principle, the substitution principle, the polluter pays principle, and the information and participation principles in the field of investment in shale gas in Algeria.
