الملخص
لقد توصل المجتمع الدولي إلى قناعة راسخة تتمثل في الحاجة الماسة إلى ضرورة تكريس تعاون دولي وإقليمي- جهوي مكثف ومتعدد الأبعاد و المستويات لمحاربة الجريمة الإرهابية وبالخصوص الشق التشريعي منها، نظرا لتعدد وتنامي وبروز صنوف معروفة وأخرى مبتكرة من الأنشطة الإجرامية المرتبطة بالإرهاب والتي تجاوزت في أبعادها ومداها وتشابكها قدرات دولة بعينها في الرد عليها، وما زاد العبء على سلطات الدولة الواحدة إن التخطيط وارتكاب الجرائم الإرهابية والجرائم المقترنة بها أضحى متاحا بشكل مفتوح بفضل تكنولوجيا الحصول على المعلومة وتبادلها بعيدا عن أجهزة الرقابة الحكومية نظرا لمواكبة وسائط الاتصال للتقدم التقني المتعاظم وكذلك لارتباط النظام المالي والمصرفي الدولي واكتساح الشبكات الالكترونية بمختلف وظائفها لعالم اليوم. Abstract:The international community has reached the firm conviction that there is an urgent need to consolidate an intensive and multi-dimensional/level of sub- regional and international cooperation in order to combat terrorism,especially by the use of legislative and legal tools, in view of multiplicity and the growth of well-known and innovative forms of criminal activities related and assosiated to terrorism that have exceeded in their dimensions and extent the capabilities of a particular State. And what also increase the burden on the authorities of a single state is the fact that the planning and the committing of terrorism crimes and associated ones are available easly due to technology whis is used for obtaining and exchanging informations far-away from the controle of gov.watch-dogs and also for the fact that the communication tools have been accompanied by an increasing complicated technical progress, as well as the relationship between the international financial and banking system and the spread of the various electronic networks of today's world.
