الملخص
المُلخَّص: يبدو أنّ موضوع الفساد المالي أصبح في هذا العصر الشُّغل الشّاغل للكثيرين نظرًا لما آلت إليه الأوضاع الاقتصادية والاجتماعية في أغلب الدُّول بسبب سوء التصرّف في المال العام ممّا استوجب من الخبراء و المشرِّعين الإسراع في تشخيص هذه الظّاهرة من مختلف جوانبها،محاولةً منهم استنباط السُبل الكفيلة للحدّ منها بعد التأكّد من أنّ نسبةً كبيرةً من الاعتمادات المالية الموجّهة لأصحاب الدّخل الضّعيف والمشاريع التنمويّة غالبًا ما يكون مآل الكثير منها أو كلّها إلى غير ما خُصِّصت له.وهو ما يؤكّد أن لا مجال لتحقيق تنمية مُستدامة في غياب استراتيجيّة واضحة المعالم لمجابهة مختلف مظاهر الفساد المالي بالاحتكام إلى أجهزة رقابة ماليّة مُتخصّصة ومُحايدة،تقتصُّ من كلّ من ثبتت إدانته بسوء التصرّف في المال العام، أو الانتفاع به دون وجه حقٍّ. وتأسيسًا على ذلك فقد ارتأينا وفق منهج وصفي تحليلي استقرائي الوقوف عند نماذج ممّا بُذل على امتداد العهدين النبوي والراشدي من جهود من قِبل قادة تلك المرحلة في إطار تصديهم لسوء التصرّف في المال العام بفضل ما سنُّوه من تشريعات، واتخذوه من إجراءات في حقّ كلّ من ثبت تقصيره في أداء مهامه، أو الإخلال بما ائتمن عليه، علّنا نجد في ذلك المخزون ما يعزِّز جهود كسْب معركة الحرب على الفساد المالي الذي استشرى في مختلف أجهزة الدّولة وجُلّ المنظمات ومؤسّسات المجتمع المدني. Abstract Financial corruption has recently occupied many due to bad social and economic conditions in most countries as a result of misuse of public money. Consequently, experts and lawmakers have fully diagnosed this phenomenon in an attempt to reach necessary measures for limiting it after being sure that a great percentage of financial credits addressed to low-income people and developmental projects did not reach them most of the time. Thus, it has become clear that no sustainable development can be achieved in the absence of a clear strategy for facing different aspects of financial corruption. Neutral specialized financial censorship bodies must punish those who have been proven guilty of misuse or unlawfully benefiting of public money. Based on what is mentioned and according to an inductive analytic method, I have decided to discuss examples of efforts exerted in the eras of the prophet and righteous caliphs by leaders of those eras for stopping misuse of public money by virtue of legislations they issued and measures they took against those proven guilty of improperly carrying out their jobs or of being dishonest. I hope to find in these examples what can support the battle against financial corruption which has been much in rife in different governmental bodies, most organizations and civil society institutions.
