سياسة تخفيض سعر صرف الدينار الجزائري وتأثيرها على الميزان التجاري، دراسة تحليلية للفترة (2000-2017)

الملخص
تهدف هذه الدراسة إلى تحليل أثر تخفيض سعر صرف الدينار الجزائري على الميزان التجاري بالاعتماد على الإحصائيات خلال الفترة (2000-2017).حيث قمنا أولا بتسليط الضوء على سعر الصرف والميزان التجاري كإطار نظري، ثم قمنا بتحليل تطور كل منهما في الجزائر خلال فترة الدراسة، لنصل إلى تحليل أثر تخفيض سعر صرف الدينار الجزائري مقابل الدولار الأمريكي على كل من الصادرات خارج المحروقات والواردات وأخيرا استنتجنا أثر هذا التخفيض على الميزان التجاري. توصلت الدراسة إلى وجود علاقة عكسية بين تخفيض سعر صرف الدينار الجزائري أمام الدولار الأمريكي وحصيلة الصادرات خارج قطاع المحروقات وهو ما يوافق النظرية الاقتصادية، بينما هناك أثر ايجابي محدود على حصيلة الواردات، وعليه أوجدت الدراسة عدم تبعية رصيد الميزان التجاري لسياسة تخفيض سعر الصرف و إنما هو رهين لتقلبات أسعار النفط. -رمز تصنيفJEL: .F4 ;F3 ;E6 This study aims at analyzing the impact of exchange rate devaluation of the Algerian Dinar on the trade balance depending on the statistics during the period (2000-2017). Where we first highlighted the exchange rate and the trade balance as a theoretical framework, then we analyzed the progress of the both variables in Algeria during the period of the study, reaching to analyze the impact of the Algerian Dinar exchange rate devaluation against the US Dollar on both the non-oil exports and the imports, and finally we ended up with the impact of this devaluation on the trade balance. The study ended up with the existence of an inverse relationship between devaluating the Algerian Dinar exchange rate against the American Dollar and the non-oil exports which corresponds with the economic theory, whereas there is a limited positive impact on the imports earnings. Therefore, the study found the non-dependency of the trade balance on the policy of exchange rate devaluation. However, it is a hostage of the oil price volatility. - JEL Classification Codes: E6 ; F3 ;F4.
