الملخص
The development of civilization means growth that embraces all aspects of life, whether social, cultural, economic,or political, or furthermore. It is linked to scientific progress, the latter taking into consideration its results and its analyzes is the basis of the development of societies, and the progress of their civilizations. The university is considered as a main foundation that leads to scientific development where its progress, through scientific and practical research that feeds the needs of the field of work. This research aims to show the efforts to follow from the Algerian university to maintain the successive development with the scientific development, giving importance to the university and its executives and the quality of the stakes realized, and to put in These basic needs include social development, the revitalization of economic life and reasonable integration in the context of globalization, improving scientific performance, and linking the university and the social and professional environment, and setting an environment around it. With the university and the social transformations and their achievements with an adaptation to the social experience and its problems.
