إيرادات أملاك الدولة بين إلزامية تثمين الأملاك وضرورة تحفيز الاستثمار

الملخص
تحتل المداخيل الجبائية المكانة الأولى في الأهمية بالنسبة لباقي الإيرادات العامة للدولة، إلا أنها غير مستقرة وتعرف تقلبات عائدة إلى طبيعة المحيط الاقتصادي للبلاد، غير أنه تتميز إيرادات أملاك الدولة بالديمومة والاستقرار رغم ضعف إتاواتها ومحاصيلها. وفي إطار تثمين موارد أملاك الدولة واستغلالها العقلاني، وضع المشرع الجزائري آليات قانونية من شأنها تشكل مساهمة معتبرة في ميزانية الدولة، غير أنه من بين الأسباب التي أدت إلى تضاؤل ناتج أتاوى وحواصل هذه الأملاك، هو التحفيزات العقارية الممنوحة بهدف تشجيع الاستثمار، وكذا منح تخفيضات للتنازل على الأراضي الموجهة للمشاريع ذات الطابع الاجتماعي، ووصل الحد إلى التحويل المجاني لبعض الأملاك العقارية لمواجهة أزمة السكن، وذلك بتعبئة العقار ورصد الأغلفة المالية لتمويلها. الكلمات المفتاحية: إيرادات أملاك الدولة، تثمين الأملاك، تحفيز الاستثمار، التخفيض للغرض الاجتماعي، القيمة التجارية والإيجارية. Abstract: Tax revenues occupy the most important place for the rest of the state's public revenues, but they are unstable and know fluctuations due to the nature of the country's economic environment. However, state property revenues are characterized by sustainability and stability despite their low royalties, outputs, and limited collection. In the framework of valuing the resources of the state property and their rational exploitation, the Algerian legislator has put in a place legal mechanisms that would constitute a significant contribution to the state budget. However, one of the reasons that led to the declining of royalties outputs and the incomings of these properties; it was the real estate incentives granted with the aim of encouraging investments and contributing to the dynamic activation and revitalization of the national economy, as well as granting discounts to concessions on lands destined for projects with a social nature, which has reached the limit to the free transfer of some real estate to face the severe housing crisis in the country, by mobilizing the targeted real estate and monitoring the financial envelopes to be financed by the general budget of the State.
