أثر السياسة المالية التوسعية على مناخ الاستثمار في الجزائر (خلال الفترة 2001-2016)

الملخص
إن الرؤية المستقبلية للاقتصاد الجزائري تعتمد على التخلص من تبعيته للريع البترولي و إن من ضمن سبل ذلك هو اتباع سياسة الانفتاح على الاستثمار المباشر الأجنبي، فهذا الأخير أضحى أحد أهم الركائز الهامة في التوجه الجديد للاقتصاد الجزائري لما له من الفوائد لعل أبرزها مساهمته في تحقيق مستويات أعلى من النمو الاقتصادي. و حتى تكون هنالك مساهمة ايجابية للاستثمار الأجنبي في تحقيق النمو الاقتصادي لابد من توفر مجموعة من الشروط الأساسية (المحددات) و التي نسميها بمناخ الاستثمار. فقد اتبعت الجزائر منذ 2001 سياسة مالية توسعية ترتكز على زيادة الإنفاق الحكومي،الاستثماري منه خصوصا، وذلك بهدف إنعاش الاقتصاد الوطني ودعم الحركة التنموية ومن ثمتهيئة الأرضية المناسبة لجذب المزيد من الاستثمارات الأجنبية. يهدف هذا العمل إلى الوقوف على مدى مساهمة الاستثمار الحكومي في تحسين مناخ الاستثمار الكفيل بإنجاح التوجه الجديد للاقتصاد الجزائري و ذلك من خلال دراسة المؤشرات الكلية الاقتصادية لمناخ الاستثمار في الجزائر و إبراز مكانة الجزائر في المؤشرات النوعية لمناخ الاستثمار خلال الفترة 2001-2016. The future vision of the Algerian economy depends on the elimination of its dependence on oil revenues. One of the ways of this is to follow the policy of opening up to foreign direct investment, who has become one of the most important pillard in the new orientation of the Algerian economy because of its benefits; perhaps the most important is the boosting economic growth. In order for there to be a positive contribution to foreign investment in achieving economic growth, there must be a set of basic conditions (determinants), which we call the investment climate. Since 2001, Algeria has pursued an expansionary fiscal policy based on increased government spending, especially investment, with the aim of reviving the national economy and supporting the development movement, thus creating the right ground for attracting more foreign investments. The aim of this work is to determine the contribution of government investment to improving the investment climate that will ensure the success of the new direction of the Algerian economy through the overall economic indicators of the investment climate in Algeria and to highlight Algeria's position in the qualitative indicators of the investment climate during the period 2001-2016.
