واقع الاقتصاد غير الرسمي في الجزائر وسبل التعامل مع الظاهرة.

الملخص
ملخص : منذ اكتشاف ظاهرة السمة غير الرسمية، ولسنوات عددية، ساد ذلك الاعتقاد الذي يربط الظاهرة بآثارها السلبية والايجابية، بالبلدان النامية خاصة الفقيرة. غير ان هذا الاعتقاد زال بعض الشيء، خاصة بعد الآثار التي خلفتها الازمة العالمية الأخيرة، على توازنات أسواق العمل في البلدان الصناعية و غيرها، ومسارات الهجرة العالمية للعمالة وهياكل التوظيف على مستوى العالم. وعلى اختلاف المصطلحات المستخدمة للتعبير عن الظاهرة، فانه في الآونة الأخيرة تم ضبط هذه المفاهيم والمصطلحات، وذلك حسب مداخل واهداف تحليل السمة غير الرسمية. وفي اطار التصدي للظاهرة، فقد نجحت بعض التجارب القطرية في التعامل مع الظاهرة، في مقابل ذلك لم تنجح بلدان أخرى في ذلك. تهدف هذه الورقة البحثية الى شرح اهم المفاهيم والمصطلحات المرتبطة بظاهرة السمة غير الرسمية حسب مقاربات بعض الهيئات الدولية، عرض واقع الظاهرة بالجزائر واهم مسبباتها، واليات التعامل معها. Abstract :Since the discovery of the informal phenomenon, for many years, there has been a belief that the phenomenon is linked to its negative and positive effects in developing countries, especially the poor. However, this belief has remained somewhat, especially after the effects of the recent global crisis on labor market balances in industrialized and other countries, and the global migration routes of employment and employment structures worldwide. In terms of the various terms used to express the phenomenon, these concepts and terminology have recently been adjusted, according to the entries and objectives of the analysis of the informal attribute. In response to the phenomenon, some country experiences have succeeded in dealing with the phenomenon, while others have failed to do so. The purpose of this paper is to explain the most important concepts and terminology associated with the phenomenon of informal characterization according to the approaches of some international bodies, presenting the reality of the phenomenon in Algeria and its main causes, and the mechanisms to deal with it.
