الملخص
ملخص: تعتبر الإدارة المحلية الركن الأساس في أي بناء هيكلي تنظيمي في الدولة، بل تعتبر واجهتها المفصلية التي تدور حولها كل عملية تنموية تطويرية، ومن ثم يعتبر الإصلاح وتطوير الأداء واجب نحو هذا المرفق العام، ذلك أنه يؤدي خدمات عمومية للمواطن، الأمر الذي يحتم علينا تطويره وتنميته بما يستجيب والمتطلبات الخدماتية للمواطن، ولعلّ من أهم هذه المتطلبات هو تحسين نوعية الخدمات التي ينبغي أن تكون ذات جودة عالية، في ظل تنمية محلية شاملة، وفق نظرة استشرافية، وفي إطار هياكل إدارية متطورة وناظمة لتسيير الشأن العام بسهولة ويسر. Abstract The local administration is the cornerstone of any structural organizational structure in the country. It is considered as the complex face of which every developmental development process revolves. Reform and performance development is therefore a duty towards this public facility, as it provides public services to citizens. And its development in response to the service requirements of the citizens. Perhaps the most important of these requirements is to improve the quality of services that should be of high quality, in the light of comprehensive local development, according to a forward-looking, and within the framework of administrative structures and sophisticated management of public affairs easily and Pleased.
