دعم المشروعات الفلاحية ودورها في تحقيق التنمية المحلية في الجزائر دراسة حالة ولاية تبسة خلال الفترة 2000 – 2017

الملخص
تهدف هذه الدراسة إلى معرفة الآليات التي اعتمدت عليها الجزائر من أجل دعم المشروعات الفلاحية لتحقيق التنمية المحلية، وكحالة تطبيقية تم دراسة حالة ولاية تبسة، وتم استخدام المنهج الوصفي من أجل وصف عناصر البحث، كما تم استخدام المنهج التحليلي لأجل تحليل مختلف أشكال الدعم التي تضمنتها السياسة الزراعية في الجزائر لتمويل المشروعات الفلاحية ومدى تحقيقها للتنمية المحلية، من خلال الإحصائيات المتاحة حول القطاع الفلاحي في ولاية تبسة، وتم التوصل إلى أن الجزائر عملت على توفير العديد من الهياكل والبرامج الداعمة للقطاع الفلاحي، منها المخطط الوطني للتنمية الفلاحية وسياسة التجديد الفلاحي والريفي، وهذا ما تعكسه إحصائيات القطاع الفلاحي في ولاية تبسة، حيث توضح بأن الدعم الفلاحي في تزايد مستمر وبحجم معتبر سنويا، كان كفيلا بتحقيق نموا إيجابيا، إلا أن النتائج المحققة لا ترقى لحجم الأهداف المرجوة ألا وهي تحقيق التنمية المحلية. الكلمات المفتاح: تنمية محلية، مشروعات فلاحية، دعم فلاحي، المخطط الوطني للتنمية الفلاحية. تصنيف JEL : Q10، Q18، R00، O20. Abstract: This study aims to identify the mechanisms on which Algeria has relied to support agricultural projects to achieve local development. As an applied study, the province of Tebessa was studied as a case study, using the descriptive method to describe the elements of research. The analytical approach was also used to analyze the different forms of support for Algerian agricultural policy to finance agricultural projects and the extent of their achievement of local development, through the available statistics on the agricultural sector in Tebessa province. This study concluded that Algeria has made a great effort to provide many structures and programs supporting the agricultural sector, including the National Agricultural Development Plan and the agricultural and rural revival policy. This is reflected in the agricultural sector statistics of Tebessa province, where it is shown that agricultural support continues to increase and reach a considerable annual volume, sufficient to achieve positive growth, but the results obtained do not meet the desired objectives which are the achievement of local development.
