إشكالية التدخل الدولي في ليبيا: تداعيات تضارب المصالح والمواقف الدولية وغياب توافق القوى الداخلية 2011 – 2016

الملخص
الملخص: تهدف هذه الدراسة إلى كشف تأثير الإجماع وتضارب المصالح والمواقف الدولية في الأزمة الليبية عام 2011، والذي قد يجيب التساؤل: لماذا تجاهلت الدول التي شاركت في التدخل العسكري في ليبيا مآلات التدخل وتداعياته، وخلصت الدراسة إلى أن حالة التوافق المؤقت بين الدول خاصة التي شاركت في التدخل الدولي في الأزمة الليبية كانت بسبب الإجماع على الإطاحة بالنظام السياسي القائم، والذي ما أن تحقق حتى اختلفت الدول بسبب تضارب مصالحها، الأمر الذي أسفر عن تداعيات أمنية وسياسية واقتصادية واجتماعية، ومن أهم هذه التداعيات الانقسام الحاد في مؤسسات البلاد السياسية والاقتصادية والعسكرية، والفشل في إدارة البلاد وحفظ الأمن وحماية الحدود وتوفير احتياجات المواطنين المعيشية، وتغيير في أنماط سلوكيات الأفراد، واختلالات حادة في منظومة القيم والمعتقدات وأنماط التفكير، وترهل العلاقات الاجتماعية، وانتشار العنف بكافة أشكاله. Abstract: This study aims at investigating the effect of interest clashes on the Libyan crisis in 2011 and indentifying the reason of ignorance by the countries that contributed in the military interference in Libya that led to what has been witnessed nowadays. The study concludes that the condition of the temporary harmony among the countries that contributed in the international interference within the Libyan crisis was due to the semi-consensus on collapsing the current regime then. When the collapse had taken place, the countries disputed due to clash of their perceptions and interests, which led to security, political, economic, and social consequences. Amongst the most prominent consequences are the severe split in the country’s political, economic, and military institutions; failure to run the country, preserve safe, secure the boarders, offer people’s living needs; change in individuals’ behaviors; severe defections in the system of values, traditions, and mentality; weakness of social relationships; and spread of various kinds of violence.
