الملخص
ملخص: لقد قدمت التكنولوجيات الحديثة بصفة عامة، وتقنيات الاتصال والمعلومات قفزة نوعية في جميع المجالات الإلكترونية، مما أدى لزيادة الاحتياجات البشرية خلال العصر الحديث، من الحاجة لصناعة المعلومات إلى مرحلة الانفجار العلمي، والمعرفي ووصولا لتقنية اكتشاف الحاسب الآلي وتعدد أشكاله وأحجامه، ومن جهة أخرى. استعماله كعنصر أساسي في مجال الإنترنت من خلال استخدام الهواتف الثابتة والمحمولة وربطها بشبكة المعلوماتية، ومن ثمة أصبحت الإنترنت أعظم وسيلة للتعليم، والاتصال لجميع الفئات في جميع مجالات الحياة الاقتصادية، والتعليمية. لقد سعت الجزائر مثل باقي الدول العربية لمحاولة تقليص الهوة في مجال التكنولوجيا الحديثة بينها وبين الدول المتقدمة من خلال تعبئة الجهود الفردية والجماعية، من خلال مشاريع إلكترونية. إلا أن واقع الدول العربية بصفة عامة والجزائر بصفة خاصة وكدراسة وصفية لمشاريع الجزائر الإلكترونية، يظهر وجود محتشم لهذه المشاريع الإلكترونية الحديثة، فهو مازال محصورا في بعض القطاعات الموصوفة بالحيوية كقطاع المالية والبنوك، قطاع التعليم العالي والبحث العلمي، وإن كانت الجزائر قد قامت بعدة إصلاحات تعليمية في قطاع التعليم العالي والبحث العلمي، وفي قطاعات أخرى عديدة، تبقى إعادة النظر لازمة في المناهج التعليمية الدراسية في كافة المراحل التعليمية بحيث تتماشى مع متطلبات التكنولوجيا خاصة ما تعلق منها بتحقيق مبدأ التعلم الذاتي والعمل التعاوني لدى المتعلمين من خلال التعامل مع التكنولوجيا الحديثة، حيث يحل التنوع في الموضوعات والمحتوى المناسب محل التجانس المفروض حاليا.
