الملخص

I. الملخص: أضحت عملية انتظام التصويت وسلامتها وتأمين وسائلها أحد أهم المظاهر الحضرية التي تفخر بها العديد من الدول التي تكرس الديمقراطية التشاركية، حيث تتنافس هذه الدول على تقديم أفضل الخدمات للمرشحين والناخبين والقائمين بإدارة العملية الانتخابية وذلك بتوفير الأمن والنظام قبل وأثناء عملية التصويت، وهذا لا يتسنى إلاّ بوضع قواعد قانونية تحرص على أمن وسلامة الناخبين أثناء سير العملية الانتخابية، وبالتالي معاقبة كل من يحاول المساس بالأمن والنظام خلال سير عملية التصويت عن طريق تجريم الأفعال التي تؤدي إلى إحداث الاضطراب أو الخلل للسير المعتاد والطبيعي لعملية التصويت. :ABSTRACT The process of organization, security and availability of the means to guarantee voting is one of the most important aspects of civility by which many countries practice the system of parsimonious democracy. In this sense, these countries are helping to provide the best services to candidates, voters and those responsible for overseeing the electoral process by guaranteeing the security and proper conduct of the election before and after the voting process. This is what legal rules designed to ensure the security and protection of voters during the electoral process and therefore impose sanctions on anyone who allows himself to undermine security and safety during the course of the electoral process by criminalizing facts that could lead to disturbances or dysfunctions in the normal and normal running of the voting process.
