الملخص
أصبح أسلوب عصرنة نظام الميزانية العامة مطلب حتمي من خلال تطوير الأساليب المعتمدة في تحضير وتنفيذ الميزانية من أجل الوصول إلى وضوح اختيارات السياسات الاقتصادية والاجتماعية، وتعزيز القدرات التنبؤية لوزارة المالية من خلال إنشاء نظام ميزانية متكامل على عدة سنوات، وتعزيز مسؤولية ومساءلة الأعوان والمؤسسات التي تستعمل الأموال العامة، إضافة إلى تعزيز متابعة تنفيذ الميزانية وفاعلية تطبيق السياسات، وأيضا تحسين تقديم وثائق الميزانية وتفعيل طرق التحضير والتنفيذ، وتبسيط الخيارات الاستراتيجية بتوفير المعلومة وأفضل التحاليل الاقتصادية الكلية والجزئية. The style of modernization of the public budgets system is a mandatory request through the development of certified styles in order to prepare and execute the budget to better choose policies and to strengthen the predicative capacities of the finance ministers through the creation of an integrated budget system for several years. And strengthen the accountability of the agents and the questioned of just as for the foundations that use, the public money, and further strengthen, the monitoring of budget execution and its effectiveness to implement the policies, And also to improve the way to give the budget documents and activation of the ways of preparation and execution and simplify the strategic choices by saving information and for better whole and partial economic analysis.
