تفعيل دور الآليات التنموية للبلديات في تحقيق التنمية المحلية المستدامة -دراسة حالة بلدية سكيكدة-

الملخص
تهدف هده الدراسة إلى تشخيص واقع تفعيل دور الآليات التنموية في البلدية لتحقيق التنمية المحلية المستدامة، ولتحقيق أهداف الدراسة قام الباحثون بتصميم إستبانة لجمع البيانات الاولية، والتي شملت العمال الاداريين لبلدية سكيكدة، حيث شملت الدراسة على عينة عشوائية قدرت ب50 عامل وزعت عليهم الاستبانات وكانت كلها صالحة للدراسة، وتوصلت الدراسة في الاخير إلى وجود نسب تطبيق مرتفعة للآليات والمتطلبات التنموية للبلدية ومختلف أبعادها سواء على مستوى النشاط الاداري والتنظيمي أو الموجودات من الموارد أو على مستوى تنوع البرامج والمشاريع التنموية، هذا بالإضافة إلى وجود أثر لهذه الآليات على التنمية المحلية المستدامة على مستوى بلدية سكيكدة، هذا وقد خلصت الدراسة إلى ضرورة تنويع البرامج والمشاريع التنموية في قطاعات متنوعة كالسياحة والصناعة والزراعة، للاستفادة من المزايا التي تتمتع بها منطقة سكيكدة، مع ضرورة تنويع مصادر التمويل الخاصة بالبلدية، وترشيد النفقات العمومية بالموازاة مع ترتيب أولوياتها وفق ما تقتضيه متطلبات التنمية المحلية المستدامة. L'objectif de cette étude est de diagnostiquer la réalité de l'activation du rôle des mécanismes de développement dans la municipalité pour parvenir à un développement local durable. Pour atteindre les objectifs de l'étude, les chercheurs ont conçu un questionnaire permettant de collecter des données préliminaires, incluant les agents administratifs de la municipalité de Skikda, et comprenant un échantillon aléatoire de 50 travailleurs, L'étude a conclu à un taux d'application élevé des mécanismes et des exigences de développement de la municipalité et de ses différentes dimensions, tant au niveau de l'activité administrative et organisationnelle ou des ressources disponibles, qu'au niveau de la diversité des programmes et projets de développement. L’étude a conclu à la nécessité de diversifier les programmes et projets de développement dans divers secteurs tels que le tourisme, l’industrie et l’agriculture afin de tirer parti des avantages de la région de Skikda, avec la nécessité de diversifier les sources de financement des municipalités et de rationaliser les dépenses. Conformément aux exigencies du development local durable The purpose of this study is to diagnose the reality of activating the role of the development mechanisms in the municipality to achieve sustainable local development, To achieve the objectives of the study, the researchers designed a questionnaire to collect the preliminary data, which included the administrative workers of the Municipality of Skikda. The study included a random sample of 50 workers; the study concluded that there is a high application rate of the mechanisms and the development requirements of the municipality and its various dimensions, both at the level of administrative and organizational activity or Assets from financial and human resources or on the diversity of development programs and projects. The study concluded that there is a need to diversify development programs and projects in various sectors such as tourism, industry and agriculture, in order to benefit from the advantages of Skikda region, with the need to diversify municipal sources of finance and rationalize expenditures, In accordance with the requirements of sustainable local development.
