الملخص
تهدف هذه الدراسة إلى الوقوف على التحديات الناشئة عن صنع وتنفيذ السياسات العامة المتعلقة بخصخصة القطاع العام في ظل رؤية المملكة 2030 ، وحاول الباحث الإجابة على تساؤلات: ماهى التحديات الناشئة عن صنع وتنفيذ السياسات العامة للقطاع العام في ظل رؤية المملكة 2030 وكيفية التغلب عليها؟ ماهو الأسلوب المناسب لخصخصة شركات القطاع العام في الاقتصاد السعودى؟ ماهى مقومات ومتطلبات نجاح سياسات الخصخصة في القطاع العام السعودى وذلك في ضوء تجارب الدول الناجحة؟ ماهى الضوابط والمعايير لاختيار شركات القطاع العام التي تدخل ضمن برنامج الخصخصة؟ ماهو أثر سياسات الخصخصة على البطالة والاستثمار؟ وإهدار المال العام وسيطرة رأس المال الأجنبى؟ ماهو دور كل من الدولة والقطاع الخاص على وجه التحديد في ظل الخصخصة؟ كيف يمكن الاستفادة من تجارب الدول الناجحة ذات السبق في نجاح سياسات الخصخصة للقطاع العام السعودى؟ ، واقترح الباحث إطار متكامل للتغلب على التحديات الناشئة عن وضع وتنفيذ سياسات الخصخصة للقطاع العام السعودى لتحقيق برنامج التحول الوطنى 2030، وتوصلت الدراسة إلى أنه يجب الانتباة طول مراحل صنع وتنفيذ السياسات العامة المتعلقة بخصخصة القطاع العام لأنه من الممكن أن تنقلب مزايا والأهداف الإيجابية من وراء الخصخصة إلى سلبيات تؤدى إلى فشل التجربة كما حدث في بعض الدول ذات السبق، العديد من دول المنطقة قد خاضت تجارب حول تنفيذ برامج الخصخصة، وغالبيتها ترك آثاراً سلبية على أداء اقتصاديات هذه الدول؛ مما يجعل النظام السعودي مطالَباً بتوخي الحذر تجاه تنفيذه لبرامج الخصخصة؛ حتى لا يقع في أخطاء التجارب الأخرى لدول المنطقة، حاجة السعودية إلى مليون رائد أعمال خلال الخمس سنوات المقبلة، مع تطبيق برنامج تغيير الثقافة المستدام لتغيير القناعات تجاه الترابط حول الوظائف الحكومية. الكلمات المفتاحية: الخصخصة، تحديات صنع وتنفيذ السياسات العامة، القطاع العام السعودى، رؤية المملكة 2030. Abstract: This study aims to identify the challenges arising from the creation and implementation of public policies related to the privatization of the public sector under the vision of the Kingdom 2030, The researcher tried to answer questions:What are the challenges arising from the creation and implementation of public sector policies under the vision of the Kingdom 2030 and how to overcome them?What is the proper way to privatize public sector companies in the Saudi economy? What are the requirements and requirements of the success of the privatization policies in the Saudi public sector in view of the experiences of successful countries? What are the controls and criteria for selecting public sector companies that fall under the privatization program? What is the impact of privatization policies on unemployment and investment? Waste of public money and control of foreign capital? What is the role of both the state and the private sector in particular under privatization? How can we benefit from the experiences of successful countries that have a head start in the success of the privatization policies of the Saudi public sector? , And the researcher suggested an integrated framework to overcome the challenges arising from the development and implementation of privatization policies of the Saudi public sector to achieve the National Transition Program 2030, The study concluded that it is necessary to take into account the length of the stages of public policy making and implementation related to the privatization of the public sector because it is possible that the positive advantages and objectives of privatization can turn into negatives leading to the failure of the experiment,Many countries in the region have experimented with the implementation of privatization programs, the majority of which have had negative effects on the performance of their economies; Keywords: Privatization, the challenges of policy making and implementation, the Saudi public sector, the vision of the Kingdom 2030
