Résumé
الملخص: تهدف هذه الورقة البحثية إلي تسليط الضوء علي مساهمة نظم المعلومات الوطنية في تحقيق النفاذ الحر للمعلومات بالمكتبات الجامعية الجزائرية، عن طريق بناء أنظمة معلومات وطنية تعمل على إتاحة المعلومات اللازمة لدعم البحث العلمي دون قيود مالية أو قانونية. وتوصلت الدراسة إلى أن نظم المعلومات الوطنية بالجزائر تعد امتيازا يمنحها فرصة تطوير البحث العلمي بها، كما يترتب عليه رفع الكفاءة العلمية بالجامعات الجزائرية، ويتجلى ذلك من خلال تحديث هذه النظم بناءا على النظم الدولية الأخرى. الكلمات المفتاحية: النظام الوطني للمعلومات، البحث العلمي، الكفاءة العلمية. تصنيف JEL: I20، A20، Q49 Astract: The purpose of this paper is to highlight the contribution of national information systems to the free access of information to Algerian university libraries by building national information systems that provide the necessary information to support scientific research without financial or legal constraints. The study concluded that the national information systems in Algeria are a privilege that gives them the opportunity to develop their scientific research, as well as raising the scientific efficiency in Algerian universities. This is reflected in the modernization of these systems according to other international systems. Keywords: National Information System, Scientific research, scientific competence.
