Résumé

يعتبر الاستثمار في القطاع السياحي أحد الحلول الممكنة للخروج باقتصاد متنوع بعيدا عن قطاع المحروقات وتحقيق التنمية الاقتصادية بصفة عامة والتنمية السياحية بصفة خاصة، حيث أصبح يمثل أحد الأولويات في برامج التنمية في أغلب الدول المتقدمة، بل حتى الدول النامية أظهرت اهتماما كبيرا للاستثمار في القطاع السياحي. وبما أن الجزائر من الدول النامية بدأت في الآونة الأخيرة تعطي أهمية للاستثمار السياحي، ويظهر ذلك من خلال البرامج التنموية التي خصصت لها اعتمادات مالية معتبرة للاستثمار في القطاع السياحي وتحقيق التنمية المستدامة والخروج من التبعية لقطاع المحروقات، وذلك نظرا للدور الذي يمكن أن يؤديه في عملية تنمية الاقتصاد الوطني، من حيث مساهمته في الناتج المحلي الخام وتحسين ميزان المدفوعات، ومصدرا مهما في جذب العملة الصعبة وتوفير فرص العمل، بإضافة إلى مساهمته في حماية البيئة. وبالرغم من كل هذا إلى إلا أن الاستثمارات السياحية الجزائرية إذا ما قورنت باستثمارات السياحية في العالم لا يزال ضعيفا جدا، بالرغم من توفر كل الإمكانيات.
