الأداء المتميز للسلطة التنفيذية في الدول العربية

الملخص
ملخص : إذا كان قد بات واقعا مسلما به لدى الناس أن الدولة المعاصرة إنما تقوم بوظائفها من خلال السلطات الثلاث: التشريعية والتنفيذية والقضائية، فإنه عندئذ ونتيجة لذلك يمكننا من خلال تلك السلطات تتبع مسيرة الدولة في شتى المجالات، ومن ثم الحكم منطقيا على أدائها انطلاقا من الازدهار المحقق، أو الفشل الماحق الذي لا يمكن تغطيته بأي حال من الأحوال. وبداية ومن أجل صحة الحديث وعدالة التقييم، يجب الاستناد إلى المبادئ والنصوص الرسمية الموثقة في الدساتير والقوانين السارية المفعول في الدول العربية، التي ستُمدُنا من الناحية النظرية بالمخطط الأساس الذي تُبنى وفقه أركان سلطات الدولة، وتتحدد مسيرتها، وهذا سيسمح لنا بإجراء المقاربات، والمقارنات الموضوعية، وحتى نكون منصفين وموضوعين بما يحقق أهداف الملتقى، ينبغي ربط ذلك بالواقع المعيش، في المحيط العربي (آخذين في الاعتبار حراك الشعوب العربية)، والمحيط الإقليمي، والدولي، بالقدر الممكن، مركزين على الواقع في الجزائر. The resume: If it becomes a conceded reality among the people that the contemporary state does its tasks through the three authorities : the legislative the executive and the judicial , then at that time and as a result we can through that authorities to follow the demonstration of the state in the various fields , and thereby to give the reasonable judgment on its perform starting from the accomplished prosperity or the total failed that is caused and cannot be covered . First and for the sake of true and integral speech , and the justice of the evaluation , it have to lean on the official principals and the scripts that are registered in the constitutions and the effective law in Arabian countries ; which will give us from the theoretical aspect the essential plan which on it the aspect of the state’s authorities are build , its demonstration is defined , which permit for us to make the similarity and the subjective comparison
