International journal of economic performance IJEP is an international, specialised scientific journal,peer reviewed, published on semester- terms, with the following major features and characteristics: The journal has neither a profit- making nor a political purpose, The research laboratory on economic performances of companies at Boumerdes university –Algeria, is the official institutional body managing the IJEP journal. Since its first edition in 2018, without any interruption, IJEP has always been open to any scientific research contribution. Any received scientific paper will be published after being evaluated and appraised by peers. Major objectives of IJEP journal is aiming to be a scientific space for many scientific contributions, such as exposed reports, articles and new books in Management, economics and commerce. In order to increase knowledge development, our journal IJEP offers large opportunities for participants and researchers to communicate and exchange critics, points of views and findings on economic performances. It gives them further chances to develop and diffuse their Knowledge via the publication of applied and theoretical research on local and international economic performances, as long as evaluated of being original, modern and scientifically elaborated. The journal targets all researchers in any research body: laboratories, universities, government bodies who are either publishing on electronic or paper version and in any of these three languages: English, Arabic or French.

The International Journal of Economic Performance (IJEP) is an online journal (e-ISS 2716-9073) and a print journal (ISSN 2661-7161) published jointly by The research laboratory on economic performances of companies at Boumerdes university – Algeria. The IJEP is an open access journal that users have the right to read, download, copy, distribute, print, search or link to the full text of articles. The journal’s international perspective is reflected by its international authors, international editors, international examiners, international advisory board member, international access and trilingual approach (English, Arabic and French). Founded in 2018, the IJEP is published one issue in semester. It is open to authors from all over the world, regardless of nationality. AIMS:

The mission of International Journal of Economic Performance (IJEP) is to encourage scholarly research in economie performance, Management and finance issues. IJEP provides a venue for academics, and researchers to publish current and significant research as well as other publication activities, such as book and article reviews, The specific objectives of the Journal are:

• To offer a forum for publishing high quality research in economie performance

• To present new ideas and philosophical findings in economic performance and, Management and finance issues.

• To promote greater exchange of information between the various scholars in economic studies around the world. It is not limited to Algeria and the north africa.

• To disseminate cutting-edge research that explores the interrelationship between economic thought and other issues .

In order to increase knowledge development, our journal IJEP offers large opportunities for participants and researchers to communicate and exchange critics, points of views and findings on economic performances.

  • Original Research Articles: Research papers report original research in all fields of economic performance and must aim at a wide readership. Research papers must have a minimum of 10 references. Word count: 4,000 words (excluding abstract and references).
  • Review Articles: Concise reviews should be less than 1500 words (including references but excluding tables and figure).
  • Book Reviews: Book reviews should be about 2000 words (including references but excluding tables and figure).

  1. The article is sent in form of word doc ([Template] download it in icon Instructions for authors) in the space reserved for it.
  2. Just after submitting , you receive an e-mail of acknowledgment of receipt, the author follows the reception and the evaluation of his article in his personal account in ASJP.
  3. The proposed article in journal IJEP is anonymous after the first reading of his content in order to assure originality and respect of Journal’s publication norms of IJEP.

  4. Two specialized experts are appointed outside the university the author belongs to. If the evaluation is positive, the article is published; if not it is rejected. If the evaluations are contradictory (one positive, the other negative) a third expert is appointed in order to decide. In case some corrections are demanded, the author has one month to make them.
  5. Afterwards, they will be validated by the expert who asked for those corrections before the article receives a final decision for publication.

  6. In case the editor in chief does not receive an answer from the expert within a month, he will send a reminder asking him to answer within fifteen (15) days, and if he does not answer he will be replaced by another expert.(The submitted articles are not returned to their authors, they are either accepted or rejected).

PEER REVIEW POLICY :

Editorial Board Members may provide advice on manuscripts submitted but are not involved in the final decisions. Manuscripts submitted to IJEP are assessed by our experienced in editorial team, who take all decisions based on an extensive and rigorous peer review process by academic experts outside the establishment of authors ou who specialize in the manuscript topic. Peer reviewers are expert chosen by journal editors to provide written assessment of the strengths and weakness of the article with the aim of producing the highest-quality material of the journal. They are selected based on expertise in a specific field nomination by existing editorial board members, and other factors. Peer reviewers for the journal are also selected by the Editor-in-Chief. All manuscripts are subjected to rigorous double blind peer review , the identity of the peer reviewers is not revealed to the authors, and the identity of the authors is not revealed to the reviewers, as long as the authors have adequately removed all identifying information from the manuscript. The review process involves an objective assessment of the scientific rigor of the research as well its significance and contribution to advancing knowledge in the field of economic thought. The Article Reviewer Form is provided to the appointed reviewers.

The development of the Jordanian Customs Department during the Emirate of Transjordan (1921-1946) (Ar)

Résumé: Due to the importance of Customs work in any country, especially in Jordan. This study aims to identify the historical development of Jordanian Customs since the year of the Association of East of Jordan Emirate (1921) until the coming of independence year (1946). The study is also important because it’s historical methodology, which is helpful in knowing the history of person or country. Therefore, this study focuses on using literature resources, which is giving to newly generation good and reliable information, such as “the papers of the Founding King Abdullah Bin Al-Hussain”. Also, it relied on (Obeidat, 2017) the only study that focused on the same objective of this study, and supplied it of the important historical information about Jordanian Customs Management since the association of East of Jordan Emirate (1921). The results of this study revealed that the management of Jordanian Customs was named “The Management of Customs and General Statistics” and that was in 1922, then it changed to another names, until it named for last time as “the management of Customs” and that was in 1983. This study recommends to the focused research about the history of Jordanian Customs Management, and it’s important to be in historical methodology, which cover the period of (1921-2021), that means the period of Centennial of Jordan.

Role of Human Resource Management Function in Building Learned Organization “An empirical study on sample of public industrial organization workers within Benghazi city”(Ar)

Résumé: This study aimed to know the impact of some functions of human resource management (human resource planning, recruitment and selection of human resources, training of human resources) on building an educated organization among workers in public industrial organizations operating in the city of Benghazi Where the study community consisted of all workers in public industrial organizations operating in Benghazi. Benghazi, whose number is (5959) workers, through a random sample consisting of (361) workers, using a questionnaire form to collect data related to the subject of the study. The data were analyzed and hypotheses tested using the Statistical Package for Social Sciences (SPSS), where many statistical analyzes were carried out represented in the frequency tables, arithmetic averages, in addition to the standard deviations, where the effect was tested using multiple regression analysis on the extent to which there is a significant effect of the practice of some functions of the management Human resources (human resource planning, human resource recruitment and selection, human resource training) to build the learning organization in the industrial organizations under study. At the end of this study, the most prominent results were that the level of application and practice of some human resources management functions among workers in the industrial organizations under study is high, as the general average reached (3.51), which is higher than the average scale. This is an indication of the importance of the role played by the human resource in achieving excellence and success for these organizations. In conclusion, the study recommended that organizations should pay more attention to the functions of human resource management, especially the function of human resource recruitment and selection. By appointing the best human competencies, and introducing some training programs to develop the skills and capabilities of workers to work as a group and build work teams.

The nexus between knowledge-based economy and economic growth in North Africa region

Résumé: This paper aims to understand the interaction between knowledge-based economy and economic growth in North Africa economies. We apply panel data analysis from the period of 2013-2018, including selected North Africa countries. We use the GMM estimators introduced by Arellano and Bond. The results suggest that human capital and research, institutions, knowledge and technology outputs and creative outputs have significant influence on economic growth in North Africa region.

Big data, Data mining and Behavioral tracking against modern Money-Laundering

Résumé: Our research aims to highlight the different modern programming techniques and methods used against money laundering. We will propose solutions within the literature of programming conceptualization that rely on the ability to analyze information and profile the individual to initiate a tracking process in order to allow the competent cells to intervene. Our study will also show that adequate conditions are necessary for the installation of such process on the Algerian national territory.

The Algerian economy between oil dependence and the inevitability of economic diversification.

Résumé: The development path in Algeria shows that it was unable to establish a sustainable development path at all levels, which was mainly related to the lack of pace of structural transformation and the failure to build a diversified economic structure. Economic diversification represents a way out for the Algerian economy to modify its current development path, as it increases the spread of positive effects. Such as increasing productivity, efficiency, and technological development among economic activities and sectors, while ensuring the need for a clear role from the state to direct this diversification towards creating the most dynamic and highly productive economic activities.

STANDARD MODELING of THE EFFECT OF FOREIGN TRADE ON ECONOMIC GROWTH IN ALGERIA DURING THE PERIOD (2000-2018) USING THE ARDL MODEL

Résumé: This study aims to highlight the role of foreign trade in achieving a positive rate of economic growth in Algeria, due to the great importance of foreign trade and its role in the development of the national economy. The econometric modeling was adopted to study the impact of foreign trade on economic growth using the Autoregressive Distributed Lag (ARDL) model, and the study has finally demonstrated the existence of a short-term relationship between foreign trade and economic growth for the period (2000-2018) in Algeria.

Résumé: The research aims to analyze the reality of the current budgetary management system in Algeria, and the content of the reforms pursued within the framework of modernizing the budget system in order to achieve financial sustainability, and we followed the descriptive analytical approach in the theoretical framework in addition to the applied study, we concluded that the financial situation in Algeria is not characterized by financial sustainability in light of the current circumstances and the dependence on oil taxation.

The contribution of the e-consumer in building brand awareness through social media

Résumé: This study aims to explain the importance of e-consumer participation in the process of building brand awareness through social media, and this study used an online questionnaire as well as an offline questionnaire to conduct experimental research, collected and analyzed the data of 394 samples through the approach of modeling structural equations (SEM) The study found that social media users who have a positive attitude towards the brand are the most contributing to building brand awareness.

The Role of Psychological Empowerment in Reducing the Level of Occupational Burnout among Teachers A field study on a sample of primary school teachers in the province of Boumerdes

Résumé: Psychological empowerment is considered one of the modern concepts in the field of human behavior within organizations. Employee empowerment strategies are the basis of modern management policies in contemporary organizations. These organizations depend on the concepts of total quality, work development, employees' competence, and independence. Adopting the approach of psychological empowerment of the human resource and making him feel that he has a degree of independence and freedom in administrative practice at the level of all parts of the horizontal flexible organizational structure affects the degree of his performance as well as his belonging to the organization and achieving a degree of harmony and compatibility within the work environment. As a result, psychological empowerment is regarded as an effective tool in reducing psychological burnout in the educational, professional environment. The study aimed to identify the role of psychological empowerment in reducing the level of occupational burnout among teachers (a field study on a sample of primary school teachers in the province of Boumerdes). The descriptive-analytic method was used in order to achieve the objectives of the study. Two questionnaires have been approved after reviewing the theoretical literature on the subject of the study. The first relates to psychological empowerment, consisting of five dimensions, while the second relates to psychological burnout, which in turn also consists of three dimensions. This is after confirming their psychometric characteristics honestly and consistently. The research tool was applied to a sample of 98 teachers. And after statistically analyzing the data using the SSPS program version N. (22), the study reached the following results: -The level of psychological empowerment of teachers in all dimensions (meaning of work, efficiency of two workers, work independence, and work development) was average among the study sample members. -The level of psychological burnout of teachers is high on two dimensions (emotional stress and dulling of feelings) and low on one dimension (low sense of achievement). -There is a weakly correlated positive relationship estimated at (R = 0.26) between psychological empowerment and psychological burnout in primary school teachers.

الملخص: Abstract The study is dealt with an important topic related to one of the developments that occurred in the modern business environment (which represents one of the strategies to achieve competitive advantage) due to its importance and its relationship to the accounting work. A set of areas has been identified through which work in the e-commerce environment can be used to reduce product costs in economic units, which can include reducing: industrial costs, marketing costs, administrative and financing costs. A set of accounting methods have also been identified that can contribute to achieving the objectives of the cost management strategy, mainly represented in the possibility of reducing the cost of products, which can contribute to achieving a competitive advantage for the economic unit. Value (VC), product life cycle (PLC), on-time production costing (JIT), cost reduction through target cost (TC). The study is found that due to the many advantages that can be benefited from when working in the e-commerce environment, which can contribute to reducing product costs, as well as the possibility of benefiting from working in the information technology environment required by the e-commerce environment and the shift towards electronic accounting, we have the need to design a central database that contains all the data that contribute to the application of any method of cost management strategy, as well as securing positive relationships between the various methods in order to achieve the general goal of achieving a competitive advantage for the economic unit by reducing the cost of products to reduce their prices In the market. Résumé: Our study highlights the importance of the fiscal theory of price level, showing the role of FTPL in the interaction and coordination between monetary-fiscal policies under different economic regimes (ricardian and non-ricardian). Depending on analytic methodology, the main results show that the economics regime is an important determinant of the theory of price level and the coordination way between policies. Besides, in Algeria, it is inevitable to choose FTPL according to its economic capabilities.

Résumé: The studyaims to identify the reality of financial inclusion in Algeria and the Arab world by examining the concept of financial inclusion and its importance for economicdevelopment, and to addressitsindicators and the most important obstacles to the mainstreaming of financial services in the Arab world. The study concluded that the Arab world continues to suffer from low levels of financial inclusion compared to the countries of the world, facing serval challenges, which require the need to adopt an effective strategy to support and strengthen financial inclusion. As for Algeria, the ownership of the accounts at the formal financial institutions have improved to an acceptable level, but borrowing from financial institutions is still very low.

Résumé: Abstract: This article objective is to identify the concept of governance applied to territorial dynamics. This is to emphasize the role of public and private actors in territorial governance. However, this notion is a form of territorial regulation and dynamic interdependence between particularly productive agents and institutions which will be the privileged actors for any form of coordination, decision-making, coalition and negotiation. Territorial governance is deployed taking into account the increased role of these actors when it comes to getting involved in a decision-making process and that of action. In the first place, it is a question of defining the territory in a vision of economic development by highlighting, first, its methodological evolution then, by fixing its aspect of specific construct, to highlight the role of governance as game of actors for the benefit of development. It is then necessary to apprehend the territorial dynamics by the reading grid of coordination and resources. However, the concept of territory is recognized as an actor in its own right and thus gives space a particular dimension in the production process. It is an organized and dynamic system. Adoption of Telemedicine during COVID-19 Pandemic Crisis: A Review of the Literature

Résumé: Digital health literature has provided significant insights into how telemedicine contributes to improving the quality of healthcare and reducing the cost of healthcare. This research focuses on factors influencing adoption of telemedicine. Moreover, the author identifies the challenges of adopting telemedicine. A total of 20 papers were systematically studied and classified. The results show that telemedicine adoption may be influenced by several factors; the results also revealed that major barriers to telemedicine include poor infrastructure of digitalization, resistance to digital transformation, lack of digital knowledge among doctors and patients.

The importance of foreign direct investment in Algeria and its impact on its trade balance using the ARDL model

Résumé: This study dealt with the importance of foreign direct investment in Algeria and its impact on its trade balance during the time period of 2003-2018 using the ARDL model. The study concluded that foreign direct investment, gross domestic product and exchange rate have a positive impact on trade balance, and that economic openness has a negative impact on trade balance. Hence, the study recommends diversifying exports by attracting foreign direct investment in the non-oil sectors in order to improve national economy.

In this contribution, we are interested in studying the competitiveness index of the travel and tourism sector through some indicators that describe this concept by adopting a panel data approach under Eviews software on a sample of 12 MENA countries from the world economic forum WEF database during a biennial period from 2007 to 2021.

Résumé: This study aims to highlight the initiatives undertaken by fintech companies in Côte d'Ivoire to access and use financial services, including by promoting financial inclusion. The study focused primarily on mobile money accounts and how they have already improved financial inclusion in Côte d'Ivoire, drawing on the analytical descriptive approach. The study found a dynamic ecosystem of players from different sectors, but access to finance remains the most difficult. On the other hand, Côte d'Ivoire is an emerging fintech platform, driven by the rapid adoption of « mobile money », where it has witnessed strong investor enthusiasm for digital finance, driven by favourable factors such as young people in the population, increasing the spread of smartphones, high-speed Internet and expanding populations without bank accounts.

Résumé: This article tries to prove the existence of an inflation-output (unemployment) trade-off, at least in the long-run, under a context of the rational expectations hypothesis REH, which makes it possible to overcome the Lucasian steady state situation. This existence of trade-off is due to the importance of saving and the accumulation of capital over time, but also to unexpected economic policies by the agents, which is effective to grow the economy. To achieve this objective, we will expose the unrealistic aspect of REH which avoids any inflation-output (unemployment) trade-off in the short-run and the long-run, and consequently it leads the economy to an infinite steady state situation. Our work undertakes a personal philosophical and mathematical approach, but which finds its origins in the pioneering works of economic growth theory, namely those of Harrod, Domar and Solow. we have tried to propose a solution for overcoming the steady state à la Lucas. our work requires further work to strengthen its theoretical and mathematical framework...or criticize it!

Managing e-waste in China: the formal and informal sectors

Résumé: E-waste has grown exponentially around the world and is estimated to be growing at 3–5 % per annum. China faces a rapidly increasing amount of e-waste, both, from domestic generation and illegal imports. This paper examines the management of e-waste by formal and informal sectors in china, by means of descriptive and analytic approaches. The main results involve that China is the world's largest producer and importer of electrical and electronic devices, likewise China is the largest e-waste market. Furthermore, over 60% of E-waste produced in China is recycled informally. However, about 40% of e-waste was focused on the formal system. Finally, the major challenge for china in e-waste management is how to provide incentives for formal recyclers to reduce informal recycling activities.
