For this purpose, it receives specialized academic scientific research of outstanding scientific quality, quality and originality in one of the three languages: Arabic, English or French in the Division of Law and Administrative Sciences, and ensures the evaluation and arbitration of this research by a national and international scientific body specializing in the field of law and administrative sciences. The published research does not necessarily reflect the opinion of the journal, nor is it responsible for any violation by researchers of the rules of scientific trust.

الملخص: إن استخدام تكنولوجيا المعملومات والحاسب الآلي والاتصالات ثورة حقيقية في عالم الإدارة، من خلال تحويل الأعمال والخدمات الإدارية التقليدية إلى خدمات إلكترونية، فالإدارة الالكترونية تعمل على حماية الكيان الإداري والإرتقاء به من خلال سرعة تقديم الخدمة والدقة العالية. تعتبر الجماعات المحلية في الجزائر من أهم الهيئات الحكومية التي عمدت إلى رقمنة مختلف مصالحها باعتبارها الأقرب إلى المواطن والأكثر تعامل معه بشكل دائم، حيث قامت وزارة الداخلية والجماعات المحلية بانتهاج استراتجية وطنية تهدف من خلالها إلى عصرنة القطاع وذلك عن طريق اطلاق عدة مشاريع تقوم أساسا على تقديم الخدمة العمومية بشكل إلكتروني وهذا ما حاولنا التفصيل فيه من خلال عناصر هذه الدراسة بغرض التعرف على دور الادارة الالكترونية في تحسين أداء الإدارة على المستوى المحلي. The use of ICT contributes to simplify the ad;inistrative procedures, to facilitate and accelerateb the decision-making process and end enable the administrationns to plan efficiently and effectively and provide the auality of electronic according to substantive and technical standards in keeping with the times. In Algeria local communities are considered one of the most important governmental bodies that have digitizing the various intersts as they are the closest to the citizen mwe have tried to detail through the elements of this study in order to identify the role of electronnic administration in improving performance of the local communities.

الملخص: ملخص: تعنى هذه الورقة البحثية بدراسة موضوع المعوقات التي تعترض تطبيق الإدارة الالكترونية بشكل فعال على المستوى المحلي، باعتبارها إحدى التحديات التي أفرزها تعميم استخدام تكنولوجيات الإعلام والإتصال في العمل الإداري، والتي يتوجب أخذها بعين الاعتبار من أجل تدارك النقائص والتأخر اللذان يشهدهما مجال تقديم الخدمة العمومية في شكله الرقمي، والذي أضحى بدوره معيق لمسار التنمية الشاملة في الجزائر، وهذا من خلال تشخيص الواقع العملي وإيجاد مختلف المخارج والحلول، التي من شأنها تذليل العقبات المعيقة لمسار الانتقال الرقمي، خاصة على مستوى الجماعات المحلية لأجل تعزيز مسار الحوكمة. This research paper focuses on stadying the obstacles that hinder the efective implementation of e- government at the local level as one of the challenges arising from the widespread adoption of information and communication technologies in administrative work ,which must be taken into consideration in order to address the Chortcomings and delays observed in the delivery of public service in their digital form, which in turn, has become an obstacle to the comprehensive development process in Algeria, and this is achieved through diagnosing the practical situation and finding various avenues and solutions aimed at overcoming the obstacles hindering the digital transition, especially at the local government level, to enhance the governance process .
